- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: Agriculture has an awful lot more regulation. The Minister's advice to somebody going to buy a puppy is to do their homework, check if it came from a puppy farm and check that it is not stolen, but the public cannot do that. That is what we heard in the earlier session. The pilot scheme by Fido and Dogs.ie has a pre-verified system but the other three databases do not. As vets are not...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: Would the Department review again the issue of greyhounds being brought into the microchipping regulations? It is a separate system. Greyhounds are separately done.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: In the earlier session, Fido stated that it accepts that these are commercial bodies and will not want to be sharing each other's data. However, it was definitive in calling for a single portal, where the Department collates those data and holds them in one single place.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: There was a high profile case of a seizure of dogs from an apartment block in Tallaght. Those dogs were microchipped. Somebody implanted microchips into those dogs, which were then sold with the microchips. It is a perfect example. Mr. Blake says the Department has not had any reports. That case went all the way to the courts. What is the process? The Veterinary Council of Ireland has...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: The point is the person who implanted was not prosecuted.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: If the microchip turns up on a dog, who follows through on enforcement? If I bought a microchip, decided to implant it in a dog, then a vet scanned it, that microchip is not registered to anyone, so surely there is an illegal act if somebody is registering that microchip? Who follows up on it if the microchip shows up anywhere or the dog shows up on the streets?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: There has not been a single enforcement case of the online sale of pet regulations, according to a parliamentary question we tabled last year.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: I get that. We have heard that the microchipping legislation in Ireland is better than in other jurisdictions. One can have the best of legislation, but if it is not enforced, then it is not worth the paper it is written on. To give the example of online sales again, many of the animal welfare organisations will state they are dedicating the time of their volunteers to go through online...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: So I should advise animal welfare organisations to flood the Department's inbox with all of the examples of the illegal advertisements.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: That is the evidence. One example was a microchip belonging to a horse.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Animal Health and Welfare Act 2013: Post-Enactment Scrutiny (Resumed) (30 Mar 2022)
Lynn Boylan: I welcome the witnesses. Ms Muldoon made an important distinction between those who are carrying out the practice of artificial insemination who are not qualified and veterinary practices. She mentioned there were District Court proceedings, two of which were in regard to non-veterinary practices. In February, a parliamentary question was tabled to the Minister for Agriculture, Food and...
- Seanad: An tOrd Gnó - Order of Business (29 Mar 2022)
Lynn Boylan: I want to add my support for Senator Hoey's comments on blood donation. I agree that we must have a science-based policy approach. Last week I asked the Minister for Health to give confirmation of when we will move to the individual assessment approach but was just told that it would be by the end of this year. The Minister also needs to justify the use of a four-month rather than a...
- Seanad: Impact on Farming Sector Arising from the Situation in Ukraine: Statements (29 Mar 2022)
Lynn Boylan: Hear, hear.
- Seanad: Impact on Farming Sector Arising from the Situation in Ukraine: Statements (29 Mar 2022)
Lynn Boylan: Cuirim fáilte roimh an Aire. I echo what others have said in condemning the completely outrageous actions by Russia. The war on Ukraine has certainly shone a spotlight on food production, not just in this country but also internationally. We are only at the tip of the iceberg of this food crisis. I am aware that officials are insisting that food available availability is not at stake...
- Seanad: Impact on Farming Sector Arising from the Situation in Ukraine: Statements (29 Mar 2022)
Lynn Boylan: They are not choosing.
- Seanad: Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report Stage (29 Mar 2022)
Lynn Boylan: Last week, the Minister of State at the Department of Housing, Local Government and Heritage, Deputy Peter Burke, was in the Minister's place in the Chamber. Am I right?
- Seanad: Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report Stage (29 Mar 2022)
Lynn Boylan: Sorry. The Minister of State, Deputy Heydon, gave a commitment that we would see the regulations before we got to this point. Is it possible for the Minister to share those draft regulations? We should at least have that, given that the families have come all this way. The Minister of State gave that commitment to the Seanad. We accepted they would be draft regulations and could change,...
- Seanad: Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report Stage (29 Mar 2022)
Lynn Boylan: On a point of order-----
- Seanad: Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report Stage (29 Mar 2022)
Lynn Boylan: I echo what Senator Boyhan said and I commend Senator Higgins on tabling these amendments. I am keen to hear the Minister reassure Senators in respect of how we will protect the environment and environmental law with the regulations. Part of my frustration and that of the Irish Environmental Network - I am sure Senator Higgins will agree - relates to the fact this provisions of the Bill...
- Seanad: Animal Health and Welfare and Forestry (Miscellaneous Provisions) Bill 2021: Report Stage (29 Mar 2022)
Lynn Boylan: Senator Gavan addressed many of the issues about the workers that we spoke about with a unified voice in this House. We are all in favour of the ending of mink farming, but we are concerned about the workers and how they will be treated. As I have said repeatedly on all Stages of this Bill, there is a concern not just in the short term for the workers in mink farming who are directly...
