Anne Rabbitte: I thank Mr. Murphy.
- Joint Committee on Social Protection, Rural and Community Development: Special Reports and Reviews on Social Protection and Rural Development Issues: European Court of Auditors (1 Oct 2025)
Anne Rabbitte: My colleague Deputy Guirke and the Cathaoirleach asked about a particular matter. People are anxious about whether LEADER funding will be cut further. It has been cut not in successive CAPs at this stage. We talk about cohesion, integration and different regions. LEADER plays a very valuable role in that regard. I am not stating that the CAP should be maintained in its entirety. From an...

Anne Rabbitte: That is right.
- Joint Committee on Social Protection, Rural and Community Development: Special Reports and Reviews on Social Protection and Rural Development Issues: European Court of Auditors (1 Oct 2025)
Anne Rabbitte: Some of our colleagues have left because the transport committee is meeting next door. Roads are a big issue in this country, as, no doubt, Mr. Murphy knows. As an auditor, Mr. Murphy observes. He sees trends and he sees what is spent and what is not spent. I have no doubt he looks at value for money as well. If we go back to the previous CAP, the focus was climate. We were meant to...
- Joint Committee on Social Protection, Rural and Community Development: Special Reports and Reviews on Social Protection and Rural Development Issues: European Court of Auditors (1 Oct 2025)
Anne Rabbitte: Exactly. I have a group coming in later today to discuss TAMS. We cannot get one line into our local TAMS piece. That is us spending our own money. There is a lot of money for climate in the agriculture pot which, I reckon, will not be spent because our messaging might not have been great.
- Joint Committee on Social Protection, Rural and Community Development: Special Reports and Reviews on Social Protection and Rural Development Issues: European Court of Auditors (1 Oct 2025)
Anne Rabbitte: All right.
- Seanad: Pension Auto-Enrolment: Statements (30 Sep 2025)
Anne Rabbitte: I welcome the opportunity to speak on the introduction of Ireland's new auto-enrolment retirement savings scheme, a landmark reform that Fianna Fáil in government has helped to deliver and a reform I believe represents a fundamental and long-overdue transformation in how we as a society approach retirement. This is more than a policy announcement; this is about making good on our...

Anne Rabbitte: At 10.30 tomorrow morning.
- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: I am confused as to the lady who spoke second last, as I cannot see the names. It was Ms Aoife O'Leary. I am glad I listened to the flow of conversation because I am not a legal eagle; I am just a plain Jane. Plain Jane would not have understood that, if God forbid she found herself in a position where she needed support and accessed therapy, counselling or whatever, due to section 19A...
- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: No, I want to understand when my notes would be used in that context.
- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: These are notes that are taken from a therapy session.
- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: These are notes that, when I became the victim and went to make my complaint, I was unaware could possibly be used against me in a court of law.
- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: We are just talking in the hypothetical. I am talking about if I was the victim and I went and got therapy or counselling, and confided. Trauma can start at any stage. It might have been rooted in trauma from the past and may not just be present trauma. There could be childhood trauma there that is now contained in my counselling notes that are now subject to consideration of whether they...

- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: I do not expect her to.
- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: As a female - I do not doubt it would be the same for males - I would be totally uncomfortable. Like the Cathaoirleach, I would not have ever known this was a thing. It is unbelievable.
- Joint Oireachtas Committee on Justice, Home Affairs and Migration: General Scheme of the Criminal Law and Civil Law (Miscellaneous Provisions) Bill 2025: Discussion (30 Sep 2025)
Anne Rabbitte: My question relates to the comment that over 1,000 people were released after 24 hours and there possibly could be repeats. Has the Courts Service or the Prison Service ever looked at assistive technology to support people who have trauma? I touched on trauma earlier on. For a lot of repeat offenders it all started with childhood trauma.
- Committee on Key Issues affecting the Traveller Community: Traveller Apprenticeship Incentivisation Programme: Discussion (25 Sep 2025)
Anne Rabbitte: I thank the witnesses for being here this afternoon. It is one thing reading it, but when you hear it said, it is stark. I totally agree with the witnesses about the dormant funding. That needs to happen to bring stability. Dormant funding is for either 18 months or three years. It needs to be put on a permanent footing. If the committee is making recommendations, one should be that we...
- Committee on Key Issues affecting the Traveller Community: Traveller Apprenticeship Incentivisation Programme: Discussion (25 Sep 2025)
Anne Rabbitte: His mental health.
- Committee on Key Issues affecting the Traveller Community: Traveller Apprenticeship Incentivisation Programme: Discussion (25 Sep 2025)
Anne Rabbitte: We are all parents and all understand how the parent who rang Ms Kelly this morning feels. We all want the best for our children to support to make the transition, whether it is into further education or apprenticeships, but it is a question is how we make the connection. I have a question on the ETBs. What is the crossover between Youthreach and apprenticeship programmes and...
