Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: I propose an amendment to the Order of Business that was agreed earlier. I propose that No. 11, motion 6 be taken at the conclusion of No. 1. The motion will be debated without a Minister and shall be confined to groups' spokespeople who will take five minutes. They can share time if they so wish.

Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: I spoke to some of the party Whips after the debate but I could not get to everybody. The proposal does not call on a Minister to do anything. It is a motion of the House to establish a committee of the House. As the Senator will know from today's Order of Business, the motion deals with the terms and conditions to set up a Seanad committee to deal with the role of councillors.

Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: On the conclusion of the item that we are discussing now. Each group will have an opportunity to speak. To assist the Senator, it is the creation of an all-party or cross-party committee of the House. The motion, because it was taken today, has to be debated this evening. We do not need a Minister to do so and I am quite happy to allow us to have the debate. Consensus has emerged from...

Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: Yes. The motion calls on us to establish a committee of the House.

Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: With respect to the Senator, we are getting excited over precious little. What we are debating is the agreement to establish a committee. It will be up to us then to put the structure in place, if that is what the House wants to do at a later date. I earnestly ask the Members to allow us to proceed. The motion was taken during the Order of Business and, as a consequence, must be taken...

Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: It is No. 11, motion 6 , which is in the name of Fianna Fáil Senators. We are not making a decision about the terms of reference or anything today. We are just having a discussion to fulfil the obligations under the motion being carried.

Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: It was agreed.

Seanad: Business of Seanad (5 Jul 2016)

Jerry Buttimer: I do not wish to row with Senator Mac Lochlainn. I spoke to people afterwards in the Seanad ante-chamber on moving forward. The Leader of the House is courteous and works with everybody, including Sinn Féin and its party Whip. The Senator is not being fair to me or to the way we operate with his comments. The consequence of new politics is that the motion was carried and there is an...

Seanad: Proceeds of Crime (Amendment) Bill 2016: Second Stage (Resumed) (5 Jul 2016)

Jerry Buttimer: I welcome the Minister to the House. This is a very important Bill. In her very fine address, the Minister evoked the memory of the late Veronica Guerin whose story demonstrated the need to create the Criminal Assets Bureau, CAB. It is important when looking at CAB, crime and assets that we remember the work of Barry Galvin in that time. As the Minister said in her speech, the model is...

Seanad: Order of Business (30 Jun 2016)

Jerry Buttimer: The Order of Business is No. 1, statements on delivering sustainable full employment (resumed) - to be taken at 1.30 p.m., with the contributions of all Members not to exceed six minutes each. For the information of Members, the statements are being taken at 1.30 p.m. because of the new voting arrangements in the Dáil in terms of Ministers and their pairs. They are not necessarily...

Seanad: Order of Business (30 Jun 2016)

Jerry Buttimer: I also welcome our distinguished visitor from New South Wales to the Chamber. He is welcome and I wish him well.I thank the 23 Senators who spoke on the Order of Business. With regard to the request to amend the Order of Business to discuss the motion on Seanad reform, I cannot accept the motion for a number of reasons which I have explained at length but will repeat for the benefit of the...

Seanad: Order of Business (30 Jun 2016)

Jerry Buttimer: If the Senator withdraws his amendment, I will arrange for the Minister to come to the House today. I will have the Minister in the House to discuss the specific issue of waste collection rather than have a motion on it.

Seanad: Order of Business (30 Jun 2016)

Jerry Buttimer: I hope to have him for about an hour.

Seanad: Order of Business (30 Jun 2016)

Jerry Buttimer: That is my intention. It will be one per group. To be fair, we had a robust debate on the issue last week. In the spirit of new politics, the Leader is open to working with those on all sides. Nothing has changed regarding the waste industry since we had a debate on this matter in the House last week. The bill issued by Greyhound is very clear. I have one here but I cannot find it now....

Seanad: Order of Business (30 Jun 2016)

Jerry Buttimer: I am not taking a point of order.
