The motion will be debated without a Minister and shall be confined to groups' spokespeople who will take five minutes. They can share time if they so wish.

Jerry Buttimer: I spoke to some of the party Whips after the debate but I could not get to everybody. The proposal does not call on a Minister to do anything. It is a motion of the House to establish a committee of the House. As the Senator will know from today's Order of Business, the motion deals with the terms and conditions to set up a Seanad committee to deal with the role of councillors.
