Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Chairperson Designate (15 Oct 2019)

Eoin Ó Broin: I congratulate Mr. Dunne on his proposed appointment; that is probably what we can say at this stage. Based on his presentation and having worked with him in the past, he is eminently qualified and will do a good job in the role. I wish him good luck with that. I would like to make a couple of comments so that he knows where some of us on the committee are coming from. We pay close...

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Chairperson Designate (15 Oct 2019)

Eoin Ó Broin: I have three quick supplementary points. I would add a note of caution to Mr. Dunne's optimistic view of the real estate investment trusts, REITs, on two grounds. First, there is a growing body of evidence here and internationally that where a real estate investment trust, REIT, purchases tenanted properties, there can be an even greater insecurity because it wants to get those tenants out...

Joint Oireachtas Committee on Housing, Planning and Local Government: Residential Tenancies Board: Chairperson Designate (15 Oct 2019)

Eoin Ó Broin: Is this a culture or a consequence of a legislative framework?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: I thank the witnesses for their submissions, which are helpful. I am a strong supporter of active land management and would like to see a strong, well-resourced public agency whose function is, in the first instance, to manage public lands strategically. However, I am in an increasingly uncomfortable dilemma, in that the more I read the heads of the Bill and listen to various views, the...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: Does Mr. O'Connor mean that they should be written into the legislation?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: Does Mr. O'Connor believe it would be better to include it in the legislation?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: It is on the record now.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: As this is important legislation, can I take the time of the members who are not present?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: That is the plan.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: I have a couple of quick questions. I would like to return to Mr. O'Connor's point about the Land Development Agency providing master plans and servicing sites. My question relates to Ms Hegarty's comment. Local authorities already do that. We have just agreed a very substantial strategic development zone for Clonburris. Local authorities have a huge amount of skill and expertise....

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Land Development Agency Bill 2019: Discussion (Resumed) (15 Oct 2019)

Eoin Ó Broin: The point Deputy Casey is making is that land is not registered at current market value in many instances. Large volumes of public land sit on the balance sheet of a public agency at the value at which it was acquired rather than the open market value. If I understand the point Deputy Casey is making, the market value should be the compensation level if it is then coming off balance sheet.

Written Answers — Department of Education and Skills: School Funding (10 Oct 2019)

Eoin Ó Broin: 118. To ask the Minister for Education and Skills the reason the rental cost remittance for the board of management of a school (details supplied) was not paid in July, August and September 2019; when the remittance will be paid; and if it will be ensured that future remittances from October 2019 will be paid on time. Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Eoin Ó Broin: I thank the witnesses for their presentations. I acknowledge the significant body of research NESC and the ESRI have been doing on land and housing. The committee has been paying close attention to it. As a small aside, as new research papers are produced it is always welcome if they are sent directly to the committee secretariat to circulate to us in case we miss some of the publication...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Eoin Ó Broin: Is there a similar gap between the market value of brownfield land versus residential land? Does Dr. O'Connell have a concern about the width of the gap and whether it is widening?

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Eoin Ó Broin: It is based on existing-use value rather than agricultural value.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Eoin Ó Broin: To pick up on the issue of 40% social and affordable versus 60% open market, one of the concerning things for many of us is that social and affordable housing is not even mentioned in the heads of the Bill. While the heads of the Bill say that the LDA must have regard to Government policy, it has no statutory requirement to deliver social and affordable housing. Because it is being set up...

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Eoin Ó Broin: Is the combination of active land management and residential development the norm? Is there a mixed picture internationally? Do our guests have views on the location of both of those things in the same agency?

Eoin Ó Broin: Yes.

Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of Land Development Agency Bill 2019: Discussion (Resumed) (10 Oct 2019)

Eoin Ó Broin: Do our guests have any idea as to how it could be addressed?

Financial Resolutions 2019 - Financial Resolution No. 9: General (Resumed) (9 Oct 2019)

Eoin Ó Broin: Last year Fine Gael and Fianna Fáil promised this House a housing budget. The Minister for Finance said affordable housing was one of his priorities, while Deputy Micheál Martin claimed he had secured additional investment in affordable housing and fast-tracked delivery of social housing. A year on how has that budget worked out? The level of homelessness has risen for children,...
