- Ministerial Power (Repeal) (Ban Co-Living and Build to Rent) Bill 2020: Second Stage [Private Members] (20 Oct 2020)
Eoin Ó Broin: We had a very large number of Private Members' debates on housing over the past number of years but this is the first time in my memory where neither the senior Minister nor the Minister of State directly responsible for the area being debated were in the Chamber. The Minister of State, Deputy Peter Burke, demanded that we treat him with respect. I would suggest to the first-time Deputy...
- Ministerial Power (Repeal) (Ban Co-Living and Build to Rent) Bill 2020: Second Stage [Private Members] (20 Oct 2020)
Eoin Ó Broin: -----of the other political parties that are in the Opposition. I want to thank the Minister of State who is here because at least he had the good grace to come and listen and to defend. I would say, and I made the same point to Deputy Duffy, that at some point the review will end and the Government will have to make a decision. That is the point at which all of us will have to make...

- Ministerial Power (Repeal) (Ban Co-Living and Build to Rent) Bill 2020: Second Stage [Private Members] (20 Oct 2020)
Eoin Ó Broin: I move: "That the Bill be now read a Second Time." This morning we read in the newspapers of yet another co-living application. It is a proposed 14-storey development - twice the height cap in that part of the city - with 506 co-living beds in Dublin city centre. According to An Bord Pleanála and the Dublin local authorities, there have been more than 36 co-living planning...

Eoin Ó Broin: 140. To ask the Minister for Communications, Climate Action and Environment if he will adopt at the European Council the position of Irish MEPs and that of the European Parliament on the EU climate law, which sets an ambition of at least a 60% cut in greenhouse gas emissions by 2030; if he will support the European Parliament’s position; and the implications that has on the Programme...

- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Eoin Ó Broin: I thank the witnesses for the presentation and replies. I wish to make a couple of introductory comments. As per normal, I have a long list of technical questions and if I do not get through them in five minutes then I hope to be allowed to ask a second round of questions or submit them in writing. It is important for the committee to understand that it is almost 20 years since the Water...
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Eoin Ó Broin: Let us not forget the good people of Fermanagh, from where the water originates before it gets to Limerick.
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Eoin Ó Broin: It would be a mistake for us to associate the contents of this Bill with the proposed Shannon to Dublin pipeline, which is a project that many of us are critical and sceptical of partly because the purpose of this legislation is to try to properly manage our water supply everywhere. If we do not get this right, small farmers, small businesses and householders in rural and urban Ireland will...

Eoin Ó Broin: Is the Attorney General happy with that and that we will not come into conflict with any of our legal obligations under the environmental impact assessment directive or the water framework directive?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Eoin Ó Broin: Two questions were not answered. The 25 cu. m threshold is based on the 1977 legislation. Is Mr. Ó Coigligh saying the Department is solely relying on the EPA to advise on the levels? That means if the EPA were to say the data are not sufficient or the levels should be higher the Department would respond. Will the Department publish the list and the content of the submissions made in 2018?
- Joint Oireachtas Committee on Housing, Planning and Local Government: General Scheme of the Water Environment (Abstractions) Bill 2020: Discussion (20 Oct 2020)
Eoin Ó Broin: Do we know the number of abstractions and the volume of water abstracted? If we know those, what percentage of the number and of the volume of water will be covered by the registration and the licensing regime? I have a concern over the cumulative impact. As far as I understand it, it is not possible to assess, particularly if there is a significant impact, the cumulative impact of those...
