Robert Troy: The Government did not adopt it. The Government did not facilitate a debate. One only has an opportunity to bring forward Private Members' motions once every three weeks. When there is an emergency, such as the recent flooding, it behoves the Government which, on previous occasions, set a timetable for what was and was not debated, to act.

Robert Troy: The Minister of State said we did not debate the Bill. He is correct. The Government did not afford us the necessary time to debate it. It is unfortunate that was the case. I hope the current discussions and negotiations come to a fruitful conclusion in the very near future. For the first time there will be a real opportunity for people on both sides of the House, rather than identify...
