- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Commission for Energy Regulation and Irish Water (14 Feb 2017)
Paul Murphy: In the past some of the councils, South Dublin County Council in particular, invested significant resources in dealing with leaks, both public leaks and those in peoples' homes and that had a significant impact as I understand it. Mr. Grant made the point that the vast majority of water is lost in the mains rather than on private land. The figures in his presentation show that 82% of all...
- Written Answers — Department of Education and Skills: School Curriculum (14 Feb 2017)
Paul Murphy: 209. To ask the Minister for Education and Skills his views on the continuation of history in the junior cycle; his further views on the fact that fewer students are studying history; and if he will make a statement on the matter. [7221/17]
- Questions on Promised Legislation (9 Feb 2017)
Paul Murphy: When does the Tánaiste expect to see the Public Health (Alcohol) Bill 2015 return to the Dáil, particularly in the context of the reported ferocious lobbying by the alcohol and retail industry against the structural separation of sale of alcohol? Will that element remain in the Bill? Does the Tánaiste agree that public health should take priority over profits?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: I thank the witnesses for the presentation. The most interesting aspect for me is the use of district metering to spot leaks and so on. My first question is to Mr. Jones because he has a relatively substantial number of meters. On the question of usage, does Mr. Jones have figures for the average usage per household or per adult?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: That is useful. Mr. Jones spoke about private capital financing. His organisation gets money from customers but it also borrows money on the international markets. Are any of those loans secured against the assets of Welsh Water?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: What is the total share capital of Welsh Water?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: That is useful. I have a question for the CER because having come in we would not want to leave him with no questions having been asked. It is about the question of usage. We got a report, which I believe went up on the documents page yesterday, which is beginning to examine the question of excessive usage, which is key from the point of view of the committee. A fundamental starting point...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: It is up to date.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: Some of these figures are in litres per person per day, others, including the CER's, are in household cubic metres per year. Will Dr. McGowan translate the CER's figures into litres per person per day so that we can compare the figure of 140 in unmetered usage in Wales, for example?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: That would be useful.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: That would be perfect. In the CER's study on different models in England and Wales, its benchmarking indicated that Irish Water was approximately 70% to 100% less efficient than the mature utilities in those jurisdictions. How would those efficiencies be achieved? Would job losses and the like be included?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Scottish Water, Welsh Water and the Commission for Energy Regulation (8 Feb 2017)
Paul Murphy: I thank Dr. McGowan.
- Leaders' Questions (8 Feb 2017)
Paul Murphy: No, it is all in the public domain. The Minister has admitted to this. There is no-----
- Leaders' Questions (8 Feb 2017)
Paul Murphy: This is all completely in the public domain.
- Leaders' Questions (8 Feb 2017)
Paul Murphy: I have an apology from the Metropolitan Police here. It is admitted; it is not in question. The Tánaiste and Minister for Justice and Equality has answered questions admitting he was here. This man was here and had intimate relations with women using his false identity as an environmental activist.
- Leaders' Questions (8 Feb 2017)
Paul Murphy: It has been raised multiple times in the House. He was in Ireland and it is admitted he was in Ireland on multiple occasions. He participated in the Shell to Sea protests in the Taoiseach's constituency. He organised meetings here in the run-up to the protest in Gleneagles at the G8 in 2005. He was arrested by the Garda in Dublin on 3 May 2004. Sarah Hampton, a US citizen, met Mark...
- Leaders' Questions (8 Feb 2017)
Paul Murphy: I would like a commitment from the Taoiseach that when that meeting takes place, a formal request will be made for the inquiry to be extended to Ireland. It is incomprehensible and unexplainable why that request has not been made unless the Irish Government is saying its protection of British spies in Ireland takes priority over the wish of these people for answers and justice. We have more...
- Leaders' Questions (8 Feb 2017)
Paul Murphy: In court in Belfast yesterday, campaigners against political policing won a full hearing into the failure to include Northern Ireland in the Pitchford inquiry into undercover policing in Britain. This comes after the Stormont Minister of Justice officially requested its inclusion. The German Government has written to the British Government seeking the inclusion of the actions of the...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Paul Murphy: The NewERA paper is quite significant to our work. One will remember that, at a certain stage, the off-balance-sheet argument became a really key one for Irish Water. The objective in being off balance sheet was to allow borrowing that would not appear on our books under the fiscal rules and so on. The former Minister Deputy Alan Kelly said when Irish Water had failed the EUROSTAT test...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Paul Murphy: Are there substantial advantages to having it in this failed off-balance sheet model?
