Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Malcolm Byrne: Perhaps Ms Cusack might be able to advise on the changing cultural in governance. One of the issues has been the Resolve report into the culture at RTÉ current affairs where a number of recommendations have been made. Has that been implemented and are the recommendations being acted on?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Malcolm Byrne: I come then to the broader funding question which still remains critical because we need to address many of the historic issues. First of all, I want to raise the question of the independent production sector which relies heavily on it. When we talk about the quality drama, in particular, coming out of RTÉ, much of that is with the independent production sector. There are naturally...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Malcolm Byrne: We are moving to a situation whereby there is a reality in terms of a bailout that will be required of Government this year. Is Mr. Bakhurst prepared to indicate what he sees as the minimum in order to be able to keep the show on the road or what are the implications if that is not granted? What will the implications be, and we can have the short-term sticking plaster, for next year if the...

Malcolm Byrne: When Ms Ní Raghallaigh mentions "enough runway", what is the estimated runway that RTÉ believes it requires until the end of the year?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Malcolm Byrne: Would it be fair to say the following about the quantum? We are looking at the €34 million that RTÉ has been chatting with NewERA about, plus whatever the deficit is in the licence fee income. We are looking at €34 million plus €21 million, which are the current projections, so it is €55 million in total.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Malcolm Byrne: I appreciate that.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: RTÉ (Resumed) (13 Sep 2023)

Malcolm Byrne: Does RTÉ think that the commercial revenue will match the fall in licence fee revenue?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Future of Sports Broadcasting: Discussion (12 Jul 2023)

Malcolm Byrne: I thank the witnesses for all the work they do, not just in terms of the elite teams and athletes and the great successes but, more important, in all our communities. Mr. Power stated that between 20% and 25% of the IRFU’s income comes from broadcasting and broadcasting rights. Roughly what proportion of the income of the other NGBs comes from broadcasting? Where do they see that...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Future of Sports Broadcasting: Discussion (12 Jul 2023)

Malcolm Byrne: I am conscious of time. I refer to revenue projection. Obviously, the IRFU is seeing revenue expanding and relies on broadcasting for about 20% to 25% of its income. In five years’ time, what proportion of IRFU’s revenue does Mr. Power expect to be coming from the broadcast or digital space?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Future of Sports Broadcasting: Discussion (12 Jul 2023)

Malcolm Byrne: I ask the GAA and the FAI to answer.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Future of Sports Broadcasting: Discussion (12 Jul 2023)

Malcolm Byrne: From a Government policy point of view, the witnesses will be aware that there are certain sports and games that are protected and must be broadcast free to air. Ms. O’Connor may wish to come in on this. Are there sports or games that should not be on that list or are there any that should be added? I ask Ms O’Connor to answer first, followed by the NGBs.

Joint Committee on Tourism, Culture, Arts, Sport And Media: Future of Sports Broadcasting: Discussion (Resumed) (12 Jul 2023)

Malcolm Byrne: I thank the witnesses for attending and for the work they do. Tá fáilte romhaibh. Mr. Purcell referred to the new media fund that has been established. Is the IBI suggesting that we should set up a separate sports fund, separate from the media fund?

Joint Committee on Tourism, Culture, Arts, Sport And Media: Future of Sports Broadcasting: Discussion (Resumed) (12 Jul 2023)

Malcolm Byrne: We are looking at the future of sports broadcasting which fits into an increasingly diverse landscape. I am now as likely to watch a game or follow something on my phone as on television, although I would not do so during a committee meeting. We are going to see big changes. We are going to see new players and digital players, apart from the witnesses' organisations. How do the witnesses...

Seanad: Disability (Miscellaneous Provisions) Bill 2023: Second Stage (11 Jul 2023)

Malcolm Byrne: I commend Senator Clonan not just on bringing forward this legislation but on all his work on disability issues. I am delighted the Minister of State is here, because she is someone who has a passion for this brief. She really understands the sector and wants to deliver on the sector. As a country we have an opportunity to make a transformation for those with disabilities. That we have...

Seanad: Disability (Miscellaneous Provisions) Bill 2023: Second Stage (11 Jul 2023)

Malcolm Byrne: It is not appropriate at this time. We need to debate these issues.

Seanad: Disability (Miscellaneous Provisions) Bill 2023: Second Stage (11 Jul 2023)

Malcolm Byrne: Senator Clonan is a reasonable person. He will be perfectly happy if the Minister comes in here and looks at debating a lot of the issues within the legislation. I am certain the Minister of State will be quite happy to go through this on Committee Stage to look at how we can improve and develop the legislation. The Leader is very happy that we table lots of debates. Everybody in this...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Transparency of RTÉ Expenditure of Public Funds and Governance Issues: Discussion (Resumed) (11 Jul 2023)

Malcolm Byrne: I thank the Chair and the witnesses. It is fair to say Mr. Tubridy and I know each other a long time. We were in UCD together and we were friendly at the time. I know how committed he is to radio. Even back then he was deeply committed to broadcasting. There is a passion there and everybody recognises his talents. This is obviously having a big personal impact on him.
