Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)

Seán Kyne: Obviously, there is no sense in someone coming from Athlone to Galway, or whatever. Presumably, there would have to be distance.

Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)

Seán Kyne: During the earlier session, mention was made the young person who was two years waiting for an assessment and then turned 18 years and then off they went to adult services. What sort of transition processes does the HSE have for an overlap? If someone is 17 years and 364 days old and has intense assistance as part of a team, what happens when they hit 18 in terms of the knowledge, personnel...

Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)

Seán Kyne: That makes sense. Obviously, additional resources would be needed to ensure that transition.

Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)

Seán Kyne: That makes perfect sense. There would be a worry that there would be a cliff edge for people who are particularly vulnerable. They get used to a team, the therapies and all of that. Regarding some of the other disciplines - the dieticians, psychologists, and psychiatrists - does each team have the same disciplines? Is there a standard approach across the different teams?

Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)

Seán Kyne: Mr. Walsh mentioned growth in demand, staff retention issues and recruitment difficulties. What plans has the HSE in place to address the challenges of recruiting and retaining staff and ensuring there are sufficient numbers coming through the education system? Is there engagement with, for example, the Department of Further and Higher Education, Research, Innovation and Science?

Joint Oireachtas Committee on Health: Review of Child and Adolescent Mental Health Services: Discussion (11 Oct 2023)

Seán Kyne: In general, do they have the same?

Seanad: Budget 2024 (Finance): Statements (10 Oct 2023)

Seán Kyne: The Minister of State is welcome. I commend the budget announced by the Minister for Finance, Deputy McGrath, today. I commend him, the Minister of State and the team in their Department on their comprehensive budget proposals. I especially welcome the increase of €100 in income tax credits for PAYE employees, the increase of €2,000 in the standard rate of income tax cut-off,...

Seanad: Budget 2024 (Public Expenditure, National Development Plan Delivery and Reform): Statements (10 Oct 2023)

Seán Kyne: I wish to share my time with Senator Maria Byrne.

Seanad: Budget 2024 (Public Expenditure, National Development Plan Delivery and Reform): Statements (10 Oct 2023)

Seán Kyne: The Minister of State is welcome to the Chamber. I acknowledge and commend his role and that of the Minister, Deputy Donohoe, in the publication and preparation of the budget, in addition to all the officials in the Department and their Government colleagues for their input. This is clearly a budget that accounts for our growing population, an ageing population and the once-off...

Seanad: Nithe i dtosach suíonna - Commencement Matters: General Practitioner Services (4 Oct 2023)

Seán Kyne: I welcome the Minister of State and thank the Office of the Cathaoirleach for choosing this Commencement matter. It is regrettable there is no Minister or Minister of State here from the Department of Health. I have raised this matter on at least two occasions going back to 2020 and 2021. It relates to the lack of cover by Westdoc for Moycullen- and Oughterard-based GPs. As the Minister...

Seanad: Nithe i dtosach suíonna - Commencement Matters: General Practitioner Services (4 Oct 2023)

Seán Kyne: I thank the Minister of State for the reply on behalf of the Department of Health. As I said, it is certainly welcome that the Westdoc service has been expanded to cover the critical 12 midnight to 8 a.m. period and I welcome also the funding that was provided in this year's budget. Since I first raised the issue in 2020, there have been improvements in the service, and I want that to be...

Seanad: Access to Third Level Places and Student Accommodation: Statements (4 Oct 2023)

Seán Kyne: I welcome the Minister of State. I will address some of the changes that were made last year. Without pre-empting the budget, I hope we can see a repeat of some of those initiatives this year. The €1,000 reduction in registration fees was certainly a boost in terms of improving accessibility to our universities for students, as were the changes made in the Finance Bill 2022 whereby...

Seanad: Children's University Hospital Temple Street: Motion (4 Oct 2023)

Seán Kyne: The Minister is welcome. I suppose, at the start of the summer recess, the Minister did not think this would be an issue he would be facing in government. More importantly, it is an issue for the parents and children impacted over a long number of years who, unfortunately, are now suffering, although through no fault of the Minister. Previous speakers mentioned the need to examine how...

Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)

Seán Kyne: I welcome Ms Fitzgerald and the team from HIQA. I refer to the reporting of HIQA's work in local radio, local papers and indeed national media. In some ways this is as important as the reports HIQA does. Do our guests agree?

Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)

Seán Kyne: As a society with full employment and difficulties recruiting, how much is that impacting on nursing homes? It should not be an excuse, of course, but is it an issue? Does HIQA have to tell a provider that they do not have the staff and therefore they have to leave beds vacant until such time as they have the staff?

Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)

Seán Kyne: We all remember the "Prime Time" exposé of a HSE facility in County Mayo in 2014. Gardaí cannot be everywhere and HIQA cannot be everywhere. How does HIQA operate in terms of unannounced inspections? In this case there was undercover footage. The saying is that a picture paints a thousand words. Everyone was able to see what was going on. I believe there was an unannounced...

Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)

Seán Kyne: Is HIQA confident that such situations as occurred back in 2014 in the facility in Mayo could not happen today?

Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)

Seán Kyne: Does HIQA have a role in relation to protected disclosures, in terms of staff who are present? If I am correct, it does not apply to former staff. There have been some organisations where it would not apply. Perhaps the witnesses could give a bit of testimony on the role of protected disclosures.

Joint Oireachtas Committee on Health: HIQA Report 2022: Discussion (4 Oct 2023)

Seán Kyne: I thank the witnesses.
