Committee on Budgetary Oversight: Pre-Budget Engagement (Resumed) (23 Sep 2025)

Cian O'Callaghan: There is an absolute logic to what Mr. Brady just said regarding where taxation falls and how it is collected. There is a risk with this that it could then lead to higher site values. Are there any measures he can propose to ensure a reduction in VAT would not be effectively captured by increased site values?

Committee on Budgetary Oversight: Pre-Budget Engagement (Resumed) (23 Sep 2025)

Cian O'Callaghan: Regarding general funding on infrastructure, the IBEC submission provides for €1.3 billion in new infrastructure spending. The summer economic statement provides for €2 billion. IBEC is advocating for less spending on infrastructure than the Government.

Committee on Budgetary Oversight: Pre-Budget Engagement (Resumed) (23 Sep 2025)

Cian O'Callaghan: Okay, so it is €1.4 billion in addition to-----

Committee on Budgetary Oversight: Pre-Budget Engagement (Resumed) (23 Sep 2025)

Cian O'Callaghan: That makes sense. IBEC is advocating a budget day package of €3 billion, but that is in addition to maintaining existing levels of public service. Does Mr. Brady have an estimate on that and what would be the overall budget package?

Committee on Budgetary Oversight: Pre-Budget Engagement (Resumed) (23 Sep 2025)

Cian O'Callaghan: It could be an overall package of €7 billion compared to the Government's of €9.4 billion.

Committee on Budgetary Oversight: Pre-Budget Engagement (Resumed) (23 Sep 2025)

Cian O'Callaghan: On page 12 of the submission, there is a striking graph of investment into capital expenditure in Ireland compared to other countries. It shows that in almost every year we are significantly behind other countries. This is an ongoing problem. Is what IBEC proposes going to bring us up to a sufficient level of capital expenditure?

Committee on Budgetary Oversight: Pre-Budget Engagement (Resumed) (23 Sep 2025)

Cian O'Callaghan: The comparator countries in that graph are Denmark, Netherlands, Austria, Finland, and Sweden. Is there any particular reason for that group of countries? I do not know where they sit compared to other European countries in terms of capital expenditure, but it might be suspected they are at the better end of it.

Ceisteanna ó Cheannairí - Leaders' Questions (18 Sep 2025)

Cian O'Callaghan: On behalf of the Social Democrats, I express our absolute revulsion at the threats made against the Tánaiste and his family. They have absolutely no place and are strongly condemned by us all. I want him to know that we will work with him to do everything we can to ensure these kind of threats against our democracy are not in any way tolerated. I extend our deepest condolences to all...

Ceisteanna ó Cheannairí - Leaders' Questions (18 Sep 2025)

Cian O'Callaghan: I thank the Tánaiste for his response. I join with him in his comments on the gardaí and front-line workers and the excellent work they have been doing. The Irish Association of Social Workers has called for a full statutory review. The Ombudsman for Children, Dr. Niall Muldoon has expressed extreme concern over the State's response. Dr. Muldoon asked: "How could a child have...

Cian O'Callaghan: 303. To ask the Tánaiste and Minister for Justice and Equality to examine the case of a person whose work permit will expire in October 2025 (details supplied) given they have not received an update on their application for a new residence card; and if he will make a statement on the matter. Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Insurance Matters: Engagement with the Alliance for Insurance Reform (17 Sep 2025)

Cian O'Callaghan: I am going to get into detail on the additional reforms Mr. Hanley has been asking about but first want to refer to the key point on benefits being passed on. We are here years later and there are still struggling businesses, voluntary and community groups and sports clubs. They are doing their absolute best to keep everything moving, and households are under huge pressure as well. The...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Insurance Matters: Engagement with the Alliance for Insurance Reform (17 Sep 2025)

Cian O'Callaghan: It was stated that profits here were 13% in 2023, which is more than double what international norms are. Will Mr. Hanley provide more detail on that? Are there any examples of what the norms are in the UK, France or Germany?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Insurance Matters: Engagement with the Alliance for Insurance Reform (17 Sep 2025)

Cian O'Callaghan: Mr. Hanley talked about the office to promote competition in the insurance market needing to be properly resourced, given KPIs and have a published strategy. Will he talk us through, from his understanding, what the current situation is with that office? The fact is it does not have a published strategy or KPIs and is not properly resourced. What is going on there?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Insurance Matters: Engagement with the Alliance for Insurance Reform (17 Sep 2025)

Cian O'Callaghan: On controlling legal costs, Mr. Hanley talked about fee scales being introduced. Are there precedents on that he can tell us about?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Insurance Matters: Engagement with the Alliance for Insurance Reform (17 Sep 2025)

Cian O'Callaghan: I thank Mr. Hanley very much for attending and for his opening statement. The situation is very serious but there have been very significant reforms over the years. Despite the fact that claim volumes fell by 40% between 2019 and 2023, average premiums went up 9% in the first half of last year and insurers' profits are increasing at a rate of about 13%, which Mr. Hanley said is twice the...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Insurance Matters: Engagement with the Alliance for Insurance Reform (17 Sep 2025)

Cian O'Callaghan: Is it understaffed? Is it under-resourced?

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Insurance Matters: Engagement with the Alliance for Insurance Reform (17 Sep 2025)

Cian O'Callaghan: The submission the Alliance for Insurance Reform made to the public consultation on insurance reform stated that the central claims database should be managed by the Injuries Resolution Board rather than by Insurance Ireland. Will Mr. Hanley talk us through that? How could that be done? What are the challenges around getting the management of that transferred? What would the benefits be?
