An tOrd Gnó - Order of Business (15 Jul 2025)

Pádraig Mac Lochlainn: Not at all. The sentence was completed.

An tOrd Gnó - Order of Business (15 Jul 2025)

Pádraig Mac Lochlainn: No. Six months on, this really is a do-nothing Government. Hundreds of families in Donegal and the west of Ireland have waited ten months for it to honour its promise to bring in a simple amendment to legislation to ensure the increase in the cap for defective block homeowners applies to people already in the scheme. That means they cannot make the final payments to builders. The...

Select Committee on Fisheries and Maritime Affairs: Estimates for Public Services 2025
Vote 29 - Climate, Energy and the Environment (Revised)
Vote 30 - Agriculture, Food and the Marine (Revised)
(15 Jul 2025)

Pádraig Mac Lochlainn: I have questions on several matters. What is gone is gone, but with regard to the Minister of State's plans for the upcoming budget, we had the incoming chairs of the Marine Institute and the Aquaculture Licences Appeals Board before us in recent weeks and we raised the issue of increased resources. We cannot say enough that the population of the Faroe Islands is approximately 58,000, which...

Select Committee on Fisheries and Maritime Affairs: Estimates for Public Services 2025
Vote 29 - Climate, Energy and the Environment (Revised)
Vote 30 - Agriculture, Food and the Marine (Revised)
(15 Jul 2025)

Pádraig Mac Lochlainn: I have one last question. I think we will have another round, will we?

Select Committee on Fisheries and Maritime Affairs: Estimates for Public Services 2025
Vote 29 - Climate, Energy and the Environment (Revised)
Vote 30 - Agriculture, Food and the Marine (Revised)
(15 Jul 2025)

Pádraig Mac Lochlainn: I will deal with this quickly. Many European Union member states introduced a fuel support scheme. I engaged repeatedly with the former Minister, Deputy McConalogue, but he did not go for it. When the Minister of State is engaging with the fishing representative organisations, are they still asking for this? My understanding is that those in the inshore sector particularly are. The...

Joint Oireachtas Committee on Fisheries and Maritime Affairs: Planning Challenges in Offshore Renewable Energy: Discussion (15 Jul 2025)

Pádraig Mac Lochlainn: I thank the witnesses for their presentations. I have questions for all three organisations. I welcome the acknowledgement of the seafood/ORE working group and commend Captain Robert McCabe on his excellent stewardship of the group. Understandably, there are concerns in fishing communities about the impact of offshore renewable energy. Those communities also understand the need for us to...

Joint Oireachtas Committee on Fisheries and Maritime Affairs: Planning Challenges in Offshore Renewable Energy: Discussion (15 Jul 2025)

Pádraig Mac Lochlainn: I know we have a meeting later this evening to look at the next period in the autumn, but I ask that the committee consider corresponding with the Government on the issue of access for fishermen to those sites. If that is hugely important in getting consensus, we should consider doing that. I will discuss that at the meeting later. The ideal outcome for us as a country would be that we...

Joint Oireachtas Committee on Fisheries and Maritime Affairs: Planning Challenges in Offshore Renewable Energy: Discussion (15 Jul 2025)

Pádraig Mac Lochlainn: I am just sorry we do not have more time. I hope we will get another round later on. My next question is for Ms Brien on the important functions MARA performs. We recently spoke to representatives of the Marine Institute and the Aquaculture Licences Appeals Board. They have new chairpersons. We looked at the issue of resourcing. Is Ms Brien happy that MARA has the necessary resources?...

Joint Oireachtas Committee on Fisheries and Maritime Affairs: Planning Challenges in Offshore Renewable Energy: Discussion (15 Jul 2025)

Pádraig Mac Lochlainn: My questions are for Ms Brien. The representatives of fishers talk about the issue of spatial squeeze. I assume the marine protected areas will advance in due course. When we are looking at sites for offshore renewable energy and marine protected areas, where does the fishing community fit in? My next question relates to the fisheries management and mitigation strategy, FMMS. Have the...

Joint Oireachtas Committee on Fisheries and Maritime Affairs: Planning Challenges in Offshore Renewable Energy: Discussion (15 Jul 2025)

Pádraig Mac Lochlainn: I am happy if Mr. Kelly wants to take the question.

Joint Oireachtas Committee on Fisheries and Maritime Affairs: Planning Challenges in Offshore Renewable Energy: Discussion (15 Jul 2025)

Pádraig Mac Lochlainn: Ms Brien suggested that we bring in the Department of Climate, Energy and the Environment to deal with issues that were outstanding. The issue of reassuring fishers that they will not be blocked from fishing, which Mr. Moran spoke about in his presentation, is important. Maybe we could bring the Department in to address those issues in the autumn.

Select Committee on Fisheries and Maritime Affairs: Estimates for Public Services 2025
Vote 29 - Climate, Energy and the Environment (Revised)
Vote 30 - Agriculture, Food and the Marine (Revised)
(15 Jul 2025)

Pádraig Mac Lochlainn: As the Minister of State knows, there will continue to be a demand for fish. It is a crucial form of food for the world. When we appear to be getting squeezed on quota, we need to look at every avenue to create wealth in coastal communities. I will leave it at that because we have had good engagement on it. The Minister of State has spoken about investment in harbours and fishery...

Written Answers — Department of Employment Affairs and Social Protection: Social Welfare Benefits (10 Jul 2025)

Pádraig Mac Lochlainn: 262. To ask the Minister for Employment Affairs and Social Protection if an application for disability allowance for a County Donegal constituent (details supplied) will be processed based on their current means; and if he will make a statement on the matter. [38455/25]

Coroners (Amendment) Bill 2025: First Stage (9 Jul 2025)

Pádraig Mac Lochlainn: I am very proud to join in this renewed effort along with Deputies Ward and Guirke. I welcome to the Public Gallery the McGill Lynch family, whom I worked with in the past, and also Jim and Vera Connell, who have joined them. Jim and Vera are here because the issue has not gone away. There was a missed opportunity when I introduced this legislation as a Senator. The Government said it...

Joint Oireachtas Committee on Finance, Public Expenditure, Public Service Reform and Digitalisation, and Taoiseach: Engagement with the Taoiseach (9 Jul 2025)

Pádraig Mac Lochlainn: The programme for Government commits to the six surgical hubs, two in Dublin, and one each in Waterford, Limerick, Cork and Galway. There is a big concern about this above the Galway-Dublin line. The programme for Government committed to explore the establishment of a surgical hub in the north west. In a recent radio interview on Highland Radio in Donegal, the Minister of State, Deputy...
