Caoimhghín Ó Caoláin: On a point of order, this is an extremely important debate and I find it most disconcerting that the Minister and Minister of State are using it as an opportunity to converse among themselves. If they would pay attention to the speaker and what he has to say on the issue under discussion, that would suit the situation so much better.
