Jerry Buttimer: In listening to Senators McDowell and Boyhan earlier, I closed my eyes and thought I was back to the days of the PDs and the philosophy that was there. I was nearly hankering for the return of the PDs until I realised that under its regime, alcohol outlets increased, availability went through the roof and supply increased.
