Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: This section ends the penalty regime in respect of VAT. It reads: "This section shall not apply in respect of any disclosure made, act done or omission made after the date of the passing of the Finance Act 2021."." Will the Minister outline the rationale for this?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: I ask the Minister to speak to the section. It has to do with ending the current publication regime relating to tax defaulters. Will the Minister explain the rationale?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: I support the amendments. This section 75 would replace the old regime of section 74, but why has the threshold for publication on the list of tax defaulters been increased from €35,000 to €50,000?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: I thank the Minister.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: On a point of order, as we are beyond the time when we were due to adjourn, I suggest that we not go into this section and leave it for the morning instead, if the committee were agreeable. We could, however, dispose of sections 78 to 83, inclusive, now and get them out of the way.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business of Select Committee (17 Nov 2021)

Pearse Doherty: What was the proposal?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business of Select Committee (17 Nov 2021)

Pearse Doherty: I am okay with a 10.30 a.m. start. I have to be in the Chamber at 12 noon for Leaders' Questions. At what time will we break tomorrow?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business of Select Committee (17 Nov 2021)

Pearse Doherty: Starting at 10.30 a.m. is fine, and we can adjourn at 12 noon.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: The logic of the Minister's argument is we should never tax the banks because doing so means they will have less capital, will charge higher interest rates and will be less capable of lending into the economy. It is a ridiculous, crazy argument for a Minister for Finance to put forward. There is no rational defence of why we would allow banks, that between them have recorded more than...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: Thank you, Chairman. This is a question about a report on the projected tax revenue generated by increases in carbon tax in each year from 2021 to 2030, its resultant impact on household carbon emissions and its interaction with the national development plan. We have made it clear time and again that we are not opposed to behavioural taxes in principle. We supported sugar taxes, plastic...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: I had an amendment here-----

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: The Minister thinks that the great debate is on carbon tax.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: I will come in on amendment No. 106, but will speak to amendment No. 112. We will get it over and done with because the Minister will not move on these amendments. Whatever way it is presented, at the end of the day, the banking sector and the same number of deposits and loans will remain in the State, but the levy that is charged will be reduced. It is only being extended for another year...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: I move amendment No. 110: In page 132, between lines 8 and 9, to insert the following: "Report on introduction of residential stamp duty surcharge for non-residential purchases 61. The Minister shall, within six months of the passing of this Act, prepare and lay before Dáil Éireann a report on the introduction of a stamp duty tax surcharge on the purchase of residential...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: I will revert to this matter on Report Stage.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Finance Bill 2021: Committee Stage (Resumed) (17 Nov 2021)

Pearse Doherty: The increase of the threshold to €50,000 and interest having gone right up there means we are not comparing like with like over time, but it is a big increase. The Minister mentioned that the list will become smaller and he talked about the benefits of that happening. I am not sure if I buy into that suggested benefit of tax defaulters being a little more worried because the list...

Written Answers — Department of Agriculture, Food and the Marine: Sports Organisations (16 Nov 2021)

Pearse Doherty: 675. To ask the Minister for Agriculture, Food and the Marine if his Department will engage with a community sports group (details supplied); if he will acknowledge and issue a response to the email sent to him in respect of this matter on 13 July 2021; and if he will make a statement on the matter. Ceisteanna ar Reachtaíocht a Gealladh - Questions on Promised Legislation (11 Nov 2021)

Pearse Doherty: Gabhaim buíochas leis an gCeann Comhairle. A number of weeks ago the Minister, Deputy Ryan, appointed two friends to the Climate Change Advisory Council. This was despite a recommendation from the Oireachtas Joint Committee on the Environment and Climate Action recommending that there should be an open, competitive and transparent process attached to such appointments. I am sure the...

Ceisteanna ó Cheannairí - Leaders' Questions (11 Nov 2021)

Pearse Doherty: Tá teaghlaigh i nDún na nGall ag fanacht go fóill ar fhreagraí maidir le foilsiú thuairisc Brandon. I ndiaidh blianta de mhoill, tá siad go fóill sa dorchadas maidir le caidé a tharlaigh go díreach dá ndaoine muinteartha. Tá siad ag iarraidh fáil amach na fáthanna gur tharlaigh an drochíde seo, cad sa chóras a theip...

Ceisteanna ó Cheannairí - Leaders' Questions (11 Nov 2021)

Pearse Doherty: Gabhaim buíochas leis an Aire for his response, particularly the comment that the families will get to see the full report, because there have been suggestions this would be an executive summary of the report and that parts of it would be redacted. It is really important that families have the full information. He can imagine the nightmare these families are going through in the...
