Michael McDowell: On 16 June 2006, the European Commission adopted a Communication containing a proposal for an authorisation by the Council to open negotiations for a new agreement with the US on the use of passenger name records. This proposal was subsequently adopted by the Council of Ministers on 27 June. Arrangements are currently being made for the relevant negotiations to commence shortly.
