- Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Data Protection Bill 2017: Discussion (Resumed) (5 Jul 2017)
Jack Chambers: I thank the Chair. I thank Dr. McIntyre and Mr. McGarr for their presentations. I would like to comment on heads 58 and 91. There seems to have been a minimalist and anaemic approach to the transposition of Articles 56 and 82 into Irish law. How would the witnesses propose that the draft heads in question should be amended?
- Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Data Protection Bill 2017: Discussion (Resumed) (5 Jul 2017)
Jack Chambers: Yes.
- Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Data Protection Bill 2017: Discussion (Resumed) (5 Jul 2017)
Jack Chambers: I agree that the provision in respect of class action capacity should be transposed fully so that individuals are not undermined. Deputy Wallace mentioned State agencies. The Bill as drafted provides for such bodies to have less accountability than private organisations. I would like to make a point about future health care technologies and data management. Many US states are trying to...
- Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Data Protection Bill 2017: Discussion (Resumed) (5 Jul 2017)
Jack Chambers: It is a matter of data control. On one level we are trying to provide for the proper right to health care and a wraparound for everyone at all levels. In terms of population health, the best way to manage each engagement with the health service is to record it. The health care systems in the US now provide red flag capacity, which means that they can look at a spread of blood tests and...
- Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Data Protection Bill 2017: Discussion (Resumed) (5 Jul 2017)
Jack Chambers: I thank Dr. Shannon for his thorough and excellent presentation. Deputy Jim O'Callaghan sends his apologies. He cannot attend here as he has a number of conflicting meetings. As one can see on the monitor, the Judicial Appointments Commission Bill is being debated in the Dáil. He cannot be in two places at the one time. Dr. Shannon has mentioned a few areas that I would like to...
- Joint Oireachtas Committee on Justice, Defence and Equality: General Scheme of the Data Protection Bill 2017: Discussion (Resumed) (5 Jul 2017)
Jack Chambers: The alcohol control Bill is being blocked as well for some reason.
- Written Answers — Department of Education and Skills: Special Educational Needs Staff (5 Jul 2017)
Jack Chambers: 114. To ask the Minister for Education and Skills if he will release information on the allocation of special needs assistance for the forthcoming academic year; if he will ensure that in future years schools and parents are informed the SNA supports that will be made available for the following year in good time and before schools have closed for the summer to enable them to prepare properly...
- Waste Disposal: Motion [Private Members] (4 Jul 2017)
Jack Chambers: I thank my colleague, Deputy Dooley, for bringing forward this very important motion. The position is clear. The Government has had 12 months to deal with this issue and it has completely failed to address the problems around waste collection. Ultimately, it has failed to protect households which are now being exposed to higher prices and a raft of new stealth charges. The Taoiseach...

Jack Chambers: 329. [30805/17]

Jack Chambers: 511. To ask the Minister for Communications, Energy and Natural Resources the new charging system for domestic waste collection; the way in which the new system will protect persons and offer the best value service; the assurances he can make that the new system will work in the interest of consumers and not result in increased costs; the way in which the proposed measure will promote...
- Select Committee on Justice and Equality: Civil Liability (Amendment) Bill 2017: Committee Stage (29 Jun 2017)
Jack Chambers: Yes. The Minister of State mentioned a review. Does he have a timeline planned for it and what does that timeline entail? As Deputy Daly mentioned, we hear about reviews regularly at committee level, but when it comes to having them progressed, there is often a delay. Will the Minister of State detail what he means?
- Select Committee on Justice and Equality: Civil Liability (Amendment) Bill 2017: Committee Stage (29 Jun 2017)
Jack Chambers: I welcome the amendment. For patient safety, there should not be an option about making a disclosure about negligence or something that has occurred to a person within the health service. To make that optional is hypocritical in the extreme. The whole approach to medical ethics is to ensure there is openness, and this would put that in a forthright way in the statute, which is important....
- Select Committee on Justice and Equality: Civil Liability (Amendment) Bill 2017: Committee Stage (29 Jun 2017)
Jack Chambers: I agree that we need a cultural shift but it will only happen with a more significant and a mandatory obligation. Providing an option to a clinician or an organisation not to give the information to the patient that he or she absolutely should be given undermines medical ethics and everything around the provision of medical services. If someone has made a mistake that impacts on an...
- Written Answers — Department of Health: HSE Correspondence (29 Jun 2017)

- Joint Oireachtas Committee on Justice, Defence and Equality: Court of Appeal Appointment: Discussion (28 Jun 2017)
Jack Chambers: In his reply to Deputy O'Callaghan, the Minister referred to time-honoured practice in respect of judicial appointments. We know the time-honoured practice relating to the Judicial Appointments Advisory Board, JAAB. Can the Minister give us the time-honoured practice relating to the procedure in the most recent Court of Appeal appointment?
- Joint Oireachtas Committee on Justice, Defence and Equality: Court of Appeal Appointment: Discussion (28 Jun 2017)
Jack Chambers: I did not ask for a history lesson. I asked for the procedure.
