Matt Carthy: I apologise for missing the first session. I was taking part in Question Time. Could I get clarification from the Minister on the timeline he envisages for the enactment of the legislation? I presume it is expected that when the final cull takes place, the animals will be skinned, or whatever the term is, so that it is not a complete loss-making exercise for the companies involved.
