Denis O'Donovan: On a point of clarification, owing to the way in which the Constitution is framed, any inadvertent reference to amendments should be construed as references to recommendations. This is because the Seanad's wings were clipped in the 1937 Constitution and have not grown back since, despite the referendum. If I have used the word "amendment", I meant the word "recommendation".
