Pearse Doherty: The people and all the public representatives in Donegal want that scheme to go ahead, so can the Minister of State explain to me, because he says it is in tranche 2, if it is Donegal County Council, the OPW, the Minister of State or the Department which has the power to move it ahead? What are we waiting for?
