Special Committee on Covid-19 Response: State Response to Recent Spike in Covid-19 Cases (26 Aug 2020)

Jennifer Carroll MacNeill: On the timing, clearly the HSE has been working with sporting groups and in other settings where outbreaks have occurred. If this happens in a school in the next number of weeks, how quickly will the HSE be able to engage and respond? What is the nature of that response and how ready is the HSE? Obviously there are lots more schools with the potential for outbreaks relative to sporting...

Special Committee on Covid-19 Response: State Response to Recent Spike in Covid-19 Cases (Resumed) (26 Aug 2020)

Jennifer Carroll MacNeill: I thank the witnesses for coming in. I have been listening to the language Dr. Glynn used about how concerned he is and the window of opportunity that is before us. It is very important and timely that he is here to reiterate the message and its simplicity about physical distancing, not mixing households etc. It is the simple message that has applied all along. Dr. Glynn has been...

Special Committee on Covid-19 Response: State Response to Recent Spike in Covid-19 Cases (Resumed) (26 Aug 2020)

Jennifer Carroll MacNeill: I thank Dr. Glynn. We are at a most difficult phase, with rising numbers and more complex information. There is a certain fatigue among people. There is a general wish to move on but of course that is not possible in so many different ways. Dr. Glynn's presence here today is very important. I know how busy he is and I thank him for attending. There is an opportunity for a reset...

Special Committee on Covid-19 Response: State Response to Recent Spike in Covid-19 Cases (Resumed) (26 Aug 2020)

Jennifer Carroll MacNeill: It is lower than I would expect. I would have thought it would be total in those circumstances.

Special Committee on Covid-19 Response: State Response to Recent Spike in Covid-19 Cases (Resumed) (26 Aug 2020)

Jennifer Carroll MacNeill: I have only a few seconds left. To clarify, if household transmission is 20% or 30%, is that of a new detected case or could somebody be asymptomatic and have it, or is it just that they do not have it?

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: I thank the witnesses for coming in. I ask Mr. Ennis to elaborate on his point about the workers' fear of speaking to the media.

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: As regards agency staff, I want to get a better handle on the structures and agencies involved. How many agencies are there or what percentage of staff are from agencies?

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: I am sorry to interrupt Ms Labo, but I asked how many agencies are involved.

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: It is relevant to me because it is a question of interest to me. What I am interested in is whether there are agencies based in Ireland and the number of people they are hiring.

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: I thank Ms Labo for the additional information she has provided, but what I am trying to do is get a systematic review of the number of agencies, where they are based and their proliferation. I can imagine they have different recruitment and contractual practices. We need to be very careful such that saying something about one will not necessarily implicate others.

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: Do the witnesses' members communicate the names of the agencies? Is there a list of the agencies? We do not want to name people publicly because that is not what we do in these committees but do they have a list of the agencies?

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: I would greatly appreciate that. Mr. Ennis said that about 30% of his workers are working in the industry generally.

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: Yes.

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: Many serious and heated comments are being made today, which I am sure is good for social media, but I might ask some follow-up questions to get more detail about what some of the witnesses have said. Mr. Sheahan stated that he did not believe that the protocol was the problem as such, but he did not get the opportunity to say what he thought the problem was in terms of managing the pandemic.

Special Committee on Covid-19 Response: Covid-19: The Situation in Meat Processing Plants (13 Aug 2020)

Jennifer Carroll MacNeill: May I surmise that Mr. Sheahan is saying that, while the protocol is important, it is the interaction between what is happening inside and outside those areas where the protocol is applicable - nursing homes, factories and so on - that is important?
