John Gilroy: I saw the light. After what I witnessed here-----

Seanad: Order of Business (19 Jul 2013)

John Gilroy: Call the Garda.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: That is a desperate statement, even by Senator Leyden's standards.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: I see. Now there is a change, when the soundbite does not work.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: I have heard it said by Senator Bradford; he said it clearly. Many people on this side of the House said "Abortion is not a treatment for suicide." It has been said a hundred times. Who-----

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: Name a person, or a consultant psychiatrist, who said that. I would challenge such a person to resign, as he or she does not know what he or she is talking about. There is no treatment for suicide. It is as simple as that.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: We are not considering suicidal ideation. We are considering suicide risk. Suicidal ideation is one element that is often but not always present in suicide risk. It is as simple as that, mostly. There are other clear markers for suicide risk, and it is only suicide risk that psychiatrists are being asked to analyse. It has been said as recently as four minutes ago that there is no...

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: It has been said that suicidality is an act of will, but it is not. Most people who die by suicide have a very ambivalent view of whether they want to live or die, and that is a well-established fact. Paragraph (e) of the amendment prescribes dialectical behaviour therapy, and although this sounds good, it is not without its critics. To enshrine something in our law-----

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: Why would we enshrine this therapy in our law rather than cognitive behavioural therapy, counselling or any kind of psychotherapy? Why would we choose one rather than another?

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: Why should one be chosen over another? Would Professor Crown enshrine into law one treatment for cancer? Of course he would not, and nobody should think of doing that. Why would we enshrine one therapy when several therapies might be available to treat the underlying cause of suicidality?

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: We are talking about treating the underlying cause of suicidality; we are not treating suicidality, because there is no treatment for it. The amendment also contains a provision for a psychiatrist to evaluate a woman twice weekly during the crisis stage of her treatment, but how do we do this if she refuses to co-operate? The idea is clearly not thought out. Do we give people who are...

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: That is very uncommon.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: That is a misquotation of Dr. Clare.

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: He said "mental health" not, "suicide".

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: I would like first to speak to amendment No. 40, which I do not support. I am taken by the very obvious note of compassion in the comments of the person who moved the amendment. It is commendable, which should be noted, as some of the other comments we have heard have not been as compassionate as they could have been. With regard to amendment No. 34, I should read the following so there...

Seanad: Protection of Life During Pregnancy Bill 2013: Committee Stage (Resumed) (18 Jul 2013)

John Gilroy: I stated that I am not an expert.
