Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Robert Troy: At the outset I too would like to express my disappointment that not all guests invited to appear today took up the invitation. While I respect the fact that we do not have the power to compel a private company to attend, it would have been in the interests of its own customers if it had sent a representative to answer questions. I thank those who did come for making their presentations in...

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Robert Troy: The only sanction open to the CAR is the possibility that a customer made the wrong choice based on the information provided at that time and as a consequence it could potentially cost the airline. While this is about Ryanair now, in general it could potentially cost that airline more in terms of reimbursing and compensating. If wrong information was given at any time and a customer makes a...

Joint Oireachtas Committee on Transport, Tourism and Sport: Ryanair Service Provision: Commissioner for Aviation Regulation and Irish Aviation Authority (4 Oct 2017)

Robert Troy: I just want to make an observation. I am quite alarmed that members of this committee would suggest that pilots are compromising passenger safety. We must acknowledge that the Irish Aviation Authority is renowned internationally for the manner in which it conducts safety audits on all airlines, across the board. The airline industry is very important to our economy and to tourism in...

Joint Oireachtas Committee on Transport, Tourism and Sport: Working Hours of Pilots and Pilot Welfare: Irish Air Line Pilots Association (4 Oct 2017)

Robert Troy: I also have grave reservations. I accept that the delegates have gone to a lot of trouble to put together for us a very comprehensive document, but anyone who comes before the committee, even the Minister of the day, has a responsibility to present an opening statement outlining what will come up in the course of the meeting. It is regrettable that we did not have the pilots in prior to the IAA.

Joint Oireachtas Committee on Transport, Tourism and Sport: Working Hours of Pilots and Pilot Welfare: Irish Air Line Pilots Association (4 Oct 2017)

Robert Troy: They are making substantial charges against an independent, reputable organisation that has received accreditation on an international basis. We do not have the capacity to allow it to answer charges made against it. I do not think that is fair or right. If I were in Mr. Cullen's position, I would have taken the opportunity to come before the committee in advance of the regulator because...

Joint Oireachtas Committee on Transport, Tourism and Sport: Working Hours of Pilots and Pilot Welfare: Irish Air Line Pilots Association (4 Oct 2017)

Robert Troy: Surely, there is a mechanism for somebody with a grievance or an issue with how the Irish Aviation Authority conducts its business; it is not a matter for the transport committee. Surely, there is a higher body to which the authority can be reported if people believe it has been negligent in carrying out any of its duties which could inspect how it conducts its work. It is not a matter for us.

Joint Oireachtas Committee on Transport, Tourism and Sport: Working Hours of Pilots and Pilot Welfare: Irish Air Line Pilots Association (4 Oct 2017)

Robert Troy: It is not for us to say whether-----

Joint Oireachtas Committee on Transport, Tourism and Sport: Working Hours of Pilots and Pilot Welfare: Irish Air Line Pilots Association (4 Oct 2017)

Robert Troy: I do not hand out accreditations.

Order of Business (3 Oct 2017)

Robert Troy: As a previous Minister for Transport the Minister will be acutely aware of the importance of a second runway at Dublin airport. The runway is at capacity. Over 18 months ago, the EU issued a directive instructing that we make an independent body a competent authority to deal with noise regulations. The Airport Authority needs to know who this is, as do the local residents who are concerned...
