Select Committee on Transport: Estimates for Public Services 2025
Vote 31 - Transport (Revised)
(25 Jun 2025)

Cathal Crowe: I spoke in the Dáil quite recently about learner drivers and the requirement on those displaying L plates to have a fully qualified driver in the car with them at all times. That is fine if you live in a suburban area or if mom and dad are in the same house as you or living next door. In those cases, it works quite well. The spirit of the rule is very well intentioned. It aims to...

Select Committee on Transport: Estimates for Public Services 2025
Vote 31 - Transport (Revised)
(25 Jun 2025)

Cathal Crowe: At the outset, I mentioned that the Minister was in Clare to cut a ribbon and open a road. This happened thanks to the previous Government, which funded it. People said it would never happen but it did happen and it is now open and functioning very well. Another road is being developed in County Clare straddling the Clare-Limerick border. It is called the Limerick northern distributor...

Select Committee on Transport: Estimates for Public Services 2025

(25 Jun 2025)

Cathal Crowe: I have a feeling he has good news to announce.

Select Committee on Transport: Estimates for Public Services 2025
Vote 31 - Transport (Revised)
(25 Jun 2025)

Cathal Crowe: I thank the Minister. When he goes to the Minister, Deputy Chambers, asking him to open the purse strings, perhaps he could show him a little clip of the Road Runner cartoon on his phone and tell him what happened to the Road Runner when he got to the end of the highway. He might just release the money and we might get the road built.

Written Answers — Department of Communications, Climate Action and Environment: Artists' Remuneration (25 Jun 2025)

Cathal Crowe: 98. To ask the Minister for Communications, Climate Action and Environment if the basic income for the arts will be considered in Budget 2026; if the pilot scheme will be extended beyond 2026; and if he will make a statement on the matter. [34668/25]

Nursing Homes and Care for Older Persons: Statements (Resumed) (24 Jun 2025)

Cathal Crowe: I welcome the opportunity to speak in these statements. Like everyone, I was appalled by what I saw on the "RTÉ Investigates" programme. The flood of emails and phone calls that came in the following day from sons and daughters of elderly people who are in nursing home care, fearing that HIQA does not have eyes correctly on the situation in many scenarios. I agree with others that it...

Committee on Budgetary Oversight: Annual Progress Report 2025: Discussion (24 Jun 2025)

Cathal Crowe: I apologise to both Ministers and their teams. There are various debates happening and I had to run up to the Dáil Chamber. At the outset, I wish them the best in their briefs. There is nothing new for either of them, but I said on local radio recently that I think they are both people of great integrity and intellect. I know it is a weird thing to say, but I am particularly...

Committee on Budgetary Oversight: Annual Progress Report 2025: Discussion (24 Jun 2025)

Cathal Crowe: I think they are the calm figures the two financial Departments need leading them out, so the best of luck to them. We have every confidence that they will navigate us through the choppy waters that unfortunately still lie ahead for all of us globally. I will start by speaking about a former Minister of this House. I listened to Eoghan Murphy's audiobook over the Easter holidays. I...

Committee on Budgetary Oversight: Annual Progress Report 2025: Discussion (24 Jun 2025)

Cathal Crowe: If the Minister will forgive me, I am conscious of the clock. I have more questions to squeeze in. I agree with what he says about reform over additionality. That is crucial.

Committee on Budgetary Oversight: Annual Progress Report 2025: Discussion (24 Jun 2025)

Cathal Crowe: The road gets to the edge of town and drops off. That is what it is like in Meelick. Projects like that need to be restarted. We cannot just have projects in limbo at this stage.

Committee on Budgetary Oversight: Annual Progress Report 2025: Discussion (24 Jun 2025)

Cathal Crowe: In terms of the firepower various Departments have, we are certainly lacking on the HR front. We do not have enough people in certain sectors. There is sometimes a lethargy and delay in getting things moving. I have a few questions in that vein for both Ministers. We have pretty rigid procurement rules and tendering processes determined by the European Union for larger projects. Is there...
