Louise O'Reilly: It is clear the public recognises the deficits. The service users and people who work in the area do so. Unfortunately, the Department is unable or unwilling to recognise the deficits. Presumably, that has an impact on an organisation's capacity to plan on a year-by-year basis.

Faith-based organisations are currently involved in 14 hospitals. Some would say that is 14 too many but the expectation is that the figure will eventually fall to four.
