Thomas Byrne: We could discuss the matter on Report Stage, as it is important. The Minister could also include it as part of the terms and conditions of the regulator under section 7. If one has a financial interest in the matter one is regulating, one has a financial interest in the company that is operating. That should not be the case. It should not be a matter of declaring it.
