- Seanad: Order of Business (19 Apr 2012)
Paul Bradford: Indeed not. I am requesting that when the debate takes place, as it will, it should be calm and effective. I am as entitled as anybody else to express my view and I am no more a holy Joe or an expert than anybody else.
- Seanad: Order of Business (19 Apr 2012)
Paul Bradford: Currently, the only alternative to what I would deem to be Ireland's pro-life culture, is a British-American pro-abortion culture. I am not particularly enamoured by that culture.
- Seanad: Death of Former Member: Expressions of Sympathy (19 Apr 2012)
Paul Bradford: My contribution will be devoid of a Latin phrase but Senator Norris's final remark was apt. I join in the tributes to my former parliamentary colleague, Myles Staunton. His service as a Deputy and a Senator was impressive. He will remain in Fine Gael folklore as an iconic figure because he won that crucial extra seat in 1973. The history scholars among us will remember that at that stage...
- Seanad: Death of Former Member: Expressions of Sympathy (19 Apr 2012)
Paul Bradford: I withdraw that remark. New ideas and inventions were to the fore of his mind. He was a very sociable character and was always a friendly face who was interested in people. I extend my profound sympathy to his family. They can be genuinely proud of him. I see that the Minister of State, Deputy Michael Ring, has joined them. He is one of Senator Staunton's successors. He has a different...
- Seanad: Human Trafficking and Prostitution: Motion (18 Apr 2012)
Paul Bradford: I move amendment No. 1: To delete all words after ''Seanad Ãireann'' and substitute the following: "--- deplores the trafficking of persons, and in particular the trafficking of children, for sexual exploitation; --- acknowledges that the Minister for Justice and Equality and the Government are determined to ensure that everything that can possibly be done to combat prostitution and human...
- Seanad: Human Trafficking and Prostitution: Motion (18 Apr 2012)
Paul Bradford: The Senator has certainly kept her political promise. Here we are again this evening. The amendment I have moved on behalf of the Government is quite expansive and thorough. If it is acted upon, it will bring a satisfactory solution to this issue. I wish to focus on a part of it that was referred to briefly by Senator Zappone. It is probably the most substantial change to the background...
- Seanad: Order of Business (29 Mar 2012)
Paul Bradford: I note the contribution from the Senator. It is interesting that the other House is dealing with the excess of planning permissions and the problems that stem therefrom. His comments about what could be described as serial objectors is worthy of consideration. In respect of his point and the matter being debated in the other House there is a need for a substantial debate on the broader...
- Seanad: Privacy Bill 2012: Second Stage (28 Mar 2012)
Paul Bradford: I welcome the Minister back to the House. We have not seen him for at least a fortnight and I was wondering whether he had gone missing in action. I welcome the Bill. It is an important element of the ongoing debate on the question of privacy and media standards. I hope, at the conclusion of the debate, we will reach a consensus to allow work to continue and to allow the Senator's work,...
- Seanad: Privacy Bill 2012: Second Stage (28 Mar 2012)
Paul Bradford: I do not disagree with the Senator's intervention. We must avoid these incidents and provide against them. I look forward to the Minister working with all of us to bring about legislation that will work and that will provide the standards we require.
- Seanad: Order of Business (28 Mar 2012)
Paul Bradford: I welcome the announcement yesterday of the date for the referendum on the fiscal treaty. I hope the House will be able to have a substantial debate on the pros and cons of the treaty as well as a debate on the referendum Bill. An unfortunate aspect of recent referendums on Europe has been the lecturing and hectoring we have had on both sides of the argument as we sought to force the...
- Seanad: Order of Business (28 Mar 2012)
Paul Bradford: I hate reminding my colleagues of the fadó, fadó stuff. In the 1980s and the early 1990s, people were given sufficient time in this House to make their case. If a Senator required 20 minutes to speak on Second Stage, it was given. Now the whole thing is compressed into a two or three minute contribution. Is it any wonder that we then try to deal with problems afterwards? If we had...
- Seanad: Order of Business (27 Mar 2012)
Paul Bradford: I look forward to a discussion in the near future on the report of the Mahon tribunal. Such a debate is appropriate. It is equally appropriate and correct that the Government has referred the report to the various agencies of the State in the expectation that action will be taken where those agencies see fit. We are all disappointed at the pronouncements made in the report and the damage...
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: Thank you, Senator Reilly.
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: If Senator Reilly wishes to pursue this recommendation further, she will need a seconder. Will she indicate her position?
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: Unfortunately from Senator Reilly's perspective, I am advised that recommendation No. 2 is declaratory in nature and more suited to a Second Stage speech. The same advice relates to recommendations Nos. 3 and 4. Regrettably, we must move beyond them. Recommendations Nos. 6 and 7 are deemed out of order because they are deemed outside the scope of the Bill and declaratory in nature.
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: What is Senator Reilly's position on the recommendation?
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: I thank Senator Barrett for tabling these interesting recommendations. I am sure the Minister for Finance has more than sufficient on his financial plate and does not wish to stray into the area of responsibility of the Minister for Health, Deputy Reilly. The Minister, Deputy Noonan, put in place the legislation in 1994-1995 which allows competition in the Irish health insurance market,...
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: Will the Minister provide some clarification on the consequence of this section?
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: The section provides that all taxes and duties imposed by this Act are placed under the care and management of the Revenue Commissioners, which is no surprise. The Revenue Commissioners and the State have a certain obligation and on the other side of the equation there is the obligation of the individual. There have been suggestions, and I am availing of this semi-related section to discuss...
- Seanad: Finance Bill 2012 (Certified Money Bill): Committee and Remaining Stages (22 Mar 2012)
Paul Bradford: What is the Minister's view?
