Jackie Cahill: 218. To ask the Minister for Communications, Energy and Natural Resources if he will review the revamping of lines by the ESB currently under way throughout County Tipperary (details supplied). [28824/16]

Health (Miscellaneous Provisions) Bill 2016: Second Stage (4 Oct 2016)

Jackie Cahill: I thank the Acting Chairman and will focus on the fair deal aspect of this Bill. Fianna Fáil will support this Bill, which makes necessary changes in a number of areas. I specifically wish to speak on the provision for the amendment of the Nursing Homes Support Scheme Act 2009 to exclude certain ex gratiapayments, which in the future will be made to individuals under specific schemes...

Written Answers — Department of Agriculture, Food and the Marine: Knowledge Transfer Programme (4 Oct 2016)

To ask the Minister for Agriculture, Food and the Marine if he will amend the knowledge transfer programme to allow the entry of young farmers in particular who are not in a financial position to slaughter cattle at this time but who would otherwise benefit from participation in the programme. Other Questions: Garda Reserve (28 Sep 2016)

Jackie Cahill: 20. To ask the Minister for Justice and Equality the number of Garda reservists in the Tipperary Garda division. [27401/16]

Other Questions: Garda Reserve (28 Sep 2016)

Jackie Cahill: Deputy Eugene Murphy asked a very similar question and the Minister gave a detailed answer. I want to focus on the drop in the number of Garda reservists. From 2014 to this year, the number has dropped by 30% from 42 to 26, which is alarming. The Minister gave a detailed response on the future role of Garda reservists but I would like to focus on the drop in the number in our division.

Other Questions: Garda Reserve (28 Sep 2016)

Jackie Cahill: The Garda Inspectorate report on changing policing policy in Ireland published just before Christmas pointed out that despite receiving considerable training, reservists are not consistently or strategically used for operational purposes. I welcome the Minister's comments that attempts are being made to improve this. Recruiting reservists locally would be a good initiative and would make...

Other Questions: Community Policing (28 Sep 2016)

Jackie Cahill: 18. To ask the Minister for Justice and Equality her plans to increase the number of community gardaí in the Tipperary Garda division. [27400/16]

Other Questions: Community Policing (28 Sep 2016)

Jackie Cahill: What are the Minister's plans to increase the number of community gardaí in the Tipperary Garda division? In the five years from 2011 to 2016 the number of community gardaí in Tipperary has decreased by 26%. Unfortunately, in the last number of years Tipperary has been receiving unwanted attention in regard to the level of crime in the county. Approximately 12 months ago, a...

Other Questions: Community Policing (28 Sep 2016)

Jackie Cahill: The Garda Inspectorate 2014 crime investigation report identified issues that raised questions about the real value placed on community policing in the Garda Síochána and in regard to the inconsistency of approach to community garda. There are a couple of points I would like to make in that regard. The percentage of gardaí engaged in administrative and non-operational duties...

Other Questions: Community Policing (28 Sep 2016)

Jackie Cahill: I thank the Tánaiste for her response. As I said earlier, there has been huge focus on the level of organised crime in Tipperary. Thankfully, the Garda Síochána has in the recent past cracked some of those criminal gangs and it is hoped this will lead to convictions. The closure of rural Garda stations enforces the need for community garda. I welcome the Tánaiste's...

Written Answers — Department of Health: Medical Card Eligibility (28 Sep 2016)

Jackie Cahill: 227. To ask the Minister for Health the criteria used in assessing an application for a medical card for a patient who is diagnosed with cancer and is embarking on chemotherapy; the point of the diagnosis at which the medical card is automatically granted; if the fact that the cost of cancer care is greatest at initial diagnosis when chemotherapy is prescribed will be taken into account in...

Written Answers — Department of Agriculture, Food and the Marine: Special Areas of Conservation Designation (28 Sep 2016)

Jackie Cahill: 234. To ask the Minister for Agriculture, Food and the Marine if non-designated commonage is an EU protected habitat; if so, the decision-making process by which the status of this type of commonage changed from one of extensive farmland to one of EU protected habitat; and if he will make a statement on the matter. [27766/16]

Written Answers — Department of Agriculture, Food and the Marine: State Aid (28 Sep 2016)

Jackie Cahill: 235. To ask the Minister for Agriculture, Food and the Marine if a decision to put an aid package into a low-interest loan will have the effect of requiring EU state aid approval; and if so, his views on whether it will have the effect of causing undue delay which will cause further financial hardship for farm families. [27767/16]

Written Answers — Department of Agriculture, Food and the Marine: Farm Inspections (28 Sep 2016)

Jackie Cahill: 236. To ask the Minister for Agriculture, Food and the Marine the number of inspections from the Nenagh office for each year from 2010 to 2015; the number of penalties imposed by the Nenagh office for each year from 2010 to 2015; the financial value of penalties imposed by the Nenagh office for each year from 2010 to 2015; the number of 100% penalties which were imposed by the Nenagh office...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Brexit: Discussion with Mushroom Industry (27 Sep 2016)

Jackie Cahill: I thank Mr. Reilly for his detailed and concise presentation and his proposals for aid to his sector. The PRSI proposal seems very practical. Does Mr. Reilly have costings for the proposals such as the PRSI, tax relief and renewable heat incentive? The Irish producers have been under pressure from Polish product in the UK market and we accept that what has happened is outside the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016: Vote 30 - Department of Agriculture, Food and the Marine (27 Sep 2016)

Jackie Cahill: I thank the Minister. Given the income crisis in all sectors, whatever the Government or the Department does, it must try to get the available funding to inside the farm gate. That is essential. Deputy McConalogue made points on the beef genomics scheme. Regarding the beef discussion groups, consider the restrictions and the requirement that one must sell cattle to factories to qualify...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016: Vote 30 - Department of Agriculture, Food and the Marine (27 Sep 2016)

Jackie Cahill: Sorry. That is my misunderstanding. The Minister spoke about the co-funding for the €11 million. I wish the Minister luck when he goes to divide the €22 million given the income crisis that exists. Whatever route he takes, he will make more enemies than friends. We will leave that to the Minister to decide. Every sector is in crisis. The Minister mentioned that the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016: Vote 30 - Department of Agriculture, Food and the Marine (27 Sep 2016)

Jackie Cahill: On the appeals and the O'Connor case, this is a real case of David versus Goliath. A farmer took the Department to the High Court, where he won his case, but now finds he has another Everest to climb. In our part of the country, there is huge unease about the inspection procedure that was in operation. A significant number of farmers in our area suffered significant penalties. I know of a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016: Vote 30 - Department of Agriculture, Food and the Marine (27 Sep 2016)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Estimates for Public Services 2016: Vote 30 - Department of Agriculture, Food and the Marine (27 Sep 2016)
