- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Greyhound Industry Bill 2017: Discussion (4 Apr 2017)
Jackie Cahill: It could change in the future, of course, but at the moment there is no dominant stud dog. There was a time when a dominant stud dog was being used virtually exclusively to any other dogs. I went to a major puppy stake in Limerick which had 12 heats with 72 dogs. There were 65 different sires for the dogs.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Greyhound Industry Bill 2017: Discussion (4 Apr 2017)
Jackie Cahill: That shows that at the moment there is no dominant stud dog. In his day, Top Honcho, was being used exclusively to the detriment of other stud dogs.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Greyhound Industry Bill 2017: Discussion (4 Apr 2017)
Jackie Cahill: In the racing industry one has Galileo and very close in-breeding there. The in-breeding that is going on is more of a problem for the racing industry at the moment. In the dog industry it is not an issue, but that is not to say that in five years' time a stud dog could not become dominant again and would be used to the exclusion of other stud dogs. At the moment, however, there is...

- Written Answers — Department of Transport, Tourism and Sport: Road Tolls (4 Apr 2017)
Jackie Cahill: 642. To ask the Minister for Transport, Tourism and Sport if he will instruct Transport Infrastructure Ireland to postpone the 23% increase on toll costs on the M50 from 1 April 2017 following the ruling of the Court of Justice of the European Union that toll charges are not subject to VAT, in view of the fact the increasing costs to the road haulage industry will damage business and jobs;...
- Questions on Promised Legislation (29 Mar 2017)
Jackie Cahill: The programme for Government sets out admirable targets for the development of rural Ireland. However, the current cost of connecting to Irish Water for a one-off house in rural Ireland is exorbitant. An Irish Water connection costs three times more than a connection to the ESB service and in some cases it is twice the cost of sinking a well. Irish Water is abusing its protected position...
- Money Advice and Budgeting Service and Citizens Information Centres: Motion (28 Mar 2017)
Jackie Cahill: Having listened to the Minister of State's contribution, it baffles me how this Government has such a disconnect with both urban and rural communities. There are many issues in the Department of Social Protection that need improvement, rationalisation and greater efficiency. These two companies are not in that group. During the recent recession, MABS and the CIS played a huge part in...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Election of Vice Chairman (28 Mar 2017)
Jackie Cahill: Thank you. I thank committee members for nominating and electing me.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Organic Farming Sector: Discussion (28 Mar 2017)
Jackie Cahill: I would like to start on the accreditation system and the fact that there are five different accreditation bodies. I raised on a couple of occasions at this committee that we have a Bord Bia quality assurance scheme under which farms are inspected at 18-month intervals. Why could organic accreditation not be incorporated into that scheme? The vast majority of cattle producers are in the...

Jackie Cahill: Mr. Lalor has said he closes the gate after sowing. How can his crop be immune from the various diseases that affect the crops of commercial growers who have to use sprays for a variety of reasons?

- Questions on Promised Legislation (23 Mar 2017)
Jackie Cahill: On the same issue, I attended a meeting in Kildare last night at which representatives of the equine industry made an extremely strong case. Given that the industry comes under the auspices of the Department of Agriculture, Food and the Marine, those involved in it cannot understand the reason it has been reclassified as a leisure industry. This decision has resulted in threefold and...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2017
Vote 30 - Department of Agriculture, Food and the Marine (Revised) (21 Mar 2017) Jackie Cahill: I have a number of questions arising from the Minister's opening statement. The Minister spoke about the significant uptake for low cost loans. In my opinion the reason for the huge uptake in loans is that farmers' incomes in all sectors are under pressure. They saw the loan scheme as a safety valve to try to reduce their exposure to high cost loans. I am not ridiculing the scheme. It...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2017
Vote 30 - Department of Agriculture, Food and the Marine (Revised) (21 Mar 2017) Jackie Cahill: Chairman, I might come back in again.
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2017
Vote 30 - Department of Agriculture, Food and the Marine (Revised) (21 Mar 2017) Jackie Cahill: While the Minister said the scheme was envisaged to run over different periods, that is not my understanding. Banks have forced men to take shorter terms than they wanted. I know of numerous people who wanted a six-year term but this has reduced to four, three or even two years in some cases. The farmers saw the availability of cheap credit over a period and believed it would ease cashflow...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2017
Vote 30 - Department of Agriculture, Food and the Marine (Revised) (21 Mar 2017) Jackie Cahill: With respect, when a scheme is designed to run over a six-year period to help a fellow with cashflow problems, why should the bank have the prerogative to reduce the length of the term? This was a scheme the Department brought in to give the opportunity for a six-year term for cashflow issues but the banks forced clients to take significantly shorter terms. The banks have done it and got...
- Select Committee on Agriculture, Food and the Marine: Estimates for Public Services 2017
Vote 30 - Department of Agriculture, Food and the Marine (Revised) (21 Mar 2017) Jackie Cahill: I am not happy. Why would the banks reduce the time a client wanted? The longer it was for a client with cashflow difficulties the better for the client. What did the bank gain by forcing him to take a third of the length of time he wanted? There has to be a gain for the banks. It definitely was not a gain for the clients. The banks have not operated the scheme in the spirit the...
