- Seanad: Gas Regulation Bill 2013: Committee and Remaining Stages (13 Nov 2013)
Mark Daly: I thank the Minister for coming to the House to take Second, Committee and Report Stages of the Bill. As always, I enjoyed the debate.
- Seanad: Gas Regulation Bill 2013: Committee and Remaining Stages (13 Nov 2013)
Mark Daly: I move amendment No. 18: In page 16, after line 33, to insert the following:"(2) Any disposal by BGÉ of its shares in an energy company shall not result in an increase of the ratio of net debt to shareholder’s equity of BGÉ.".This amendment relates to the issues of debt and the disposal of shares. I understand the Minister dealt with the same matter in the Dáil, but I...
- Seanad: Gas Regulation Bill 2013: Committee and Remaining Stages (13 Nov 2013)
Mark Daly: I move amendment No. 20: In page 16, after line 33, to insert the following:"(2) BGÉ shall not dispose of the assets of Irish Water.".This amendment relates to the broader issue of the disposal of State assets, which we discussed on Second Stage. Our concern is that, in some cases, we are selling assets which account for only one month's borrowing. As Senator Ó Clochartaigh...
- Seanad: Gas Regulation Bill 2013: Committee and Remaining Stages (13 Nov 2013)
Mark Daly: I move amendment No. 2: In page 7, after line 34, to insert the following:“(f) the retail energy market in Ireland, assessing whether or not sufficient competition and regulation is in place to ensure prices are kept low for consumers.”.The issue is about the costs and prices and I would like to hear the Minister's comments on that. The energy market in Ireland is far from...
- Seanad: Adjournment Matters: Regulatory Impact Assessment Usage (12 Nov 2013)
Mark Daly: I thank the Minister of State for coming to the House and I agree with what she has just said. However, instead of having officials in the Department reading the reports and determining whether all of the reports from the various nursing homes were received, we should be deploying more inspectors for surprise visits. We need boots on the ground. As the Minister of State knows, one can read...
- Seanad: Adjournment Matters: Regulatory Impact Assessment Usage (12 Nov 2013)
Mark Daly: I thank the Minister of State, Deputy Kathleen Lynch, for coming to the House to deal with this matter. It is great to see her. The issue I wish to raise relates to regulatory impact assessments. We were promised that the Government would cut red tape. "Reform" became part of a ministerial portfolio, the purpose of which was to cut red tape. When I asked how many regulatory impact...
- Seanad: Order of Business (12 Nov 2013)
Mark Daly: I ask the Leader to arrange for a debate on the European Union and its policies. A report by Joseph Stiglitz, a Nobel prize winner for economics, stated that Ireland is facing a lost decade because of the policies being imposed upon it by the EU, the troika and the IMF.
- Seanad: Order of Business (12 Nov 2013)
Mark Daly: I do not want to see fatalism being replaced by pessimism and in light of EU policies 1,000 people per week emigrating. I thank the Leas-Chathaoirleach for announcing that we will get reports on EU legislation that have been decided at committee level. However, what we are not getting - I ask the Leader to clarify this - is what was actually decided upon. Did the committee make any changes...
- Seanad: Order of Business (12 Nov 2013)
Mark Daly: Some 3,000 people per month are emigrating.
- Seanad: Adjournment Matters: Tax Collection (7 Nov 2013)
Mark Daly: I thank the Minister of State for taking this issue. I have received some correspondence from constituents, employers and accountants who are concerned that this will be unmanageable and will have an adverse effect on accountants' offices. They have raised a number of practical issues with me, but I would like to listen to the rationale by the Department of Finance for this approach.
- Seanad: Adjournment Matters: Tax Collection (7 Nov 2013)
Mark Daly: I will summarise - Europe is at fault. That is about the size of it.
- Seanad: Adjournment Matters: Tax Collection (7 Nov 2013)
Mark Daly: Not for one second do I attribute any blame to the Minister of State, but the answer is basically that Europe is at fault. I do not know whether we did anything about it at European level. Did we engage and explain that how this change was designed would cause us problems or did we just take the new budgetary timeline that we were given? To summarise the reply, it is Europe's fault and do...
- Seanad: Adjournment Matters: Tax Collection (7 Nov 2013)
Mark Daly: I thank the Minister of State. I know that there is a consultation process but, given our discussion on EU legislation this morning, my point is that we always engage in the European legislative process late. It is now a fait accompli and a consultation process will make no difference to Europe's timelines. What level of engagement was there from the Department in highlighting our concerns...
- Seanad: Adjournment Matters: Tax Collection (7 Nov 2013)
Mark Daly: Yes, but practitioners are now being asked for their opinions. It is a bit late in the day.

- Seanad: Irish Aviation Authority Act 1993 (Amendment of Schedule) (Annex 19 to Chicago Convention) Order 2013: Referral to Joint Committee (7 Nov 2013)
Mark Daly: As so much of this is going through on the nod at committee level, we want to see what scrutiny actually take place.
- Seanad: Irish Aviation Authority Act 1993 (Amendment of Schedule) (Annex 19 to Chicago Convention) Order 2013: Referral to Joint Committee (7 Nov 2013)
Mark Daly: If the Senator objects I will call a vote on this.
- Seanad: Business of Seanad (7 Nov 2013)
Mark Daly: When it comes back on the Order Paper, as it will, I suggest that it be circulated to us at the same time. We will be able to see quite clearly-----
