Sinéad Gibney: I thank Mr. Purcell. Does anyone else have a response?

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (17 Jun 2025)

Sinéad Gibney: Yes. My question is specifically around platforms as publishers. For transparency, I used to work in the tech sector. It was a long time ago. I worked in Google for eight years so I am well aware of the advertising shift that happened. It was during the years that was mostly happening. Would Ms Veldon see platforms as publishers?

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (17 Jun 2025)

Sinéad Gibney: Does anyone else want to comment? In that case my next questions are for the radio folks, specifically Mr. Purcell and Mr. Kelly. Their opening statement spoke strongly on the need to address the core funding as well as funding of additional new outputs. How is that balanced in the context of independent radio which also operates as a commercial enterprise?

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (17 Jun 2025)

Sinéad Gibney: I appreciate that. Mr. Purcell has explained it very clearly. In its opening statement the community radio group made an interesting point about how younger people are listening to more community radio and the potential of young people who get a chance to have a show, for example, on community radio. How can we best nurture new and young broadcasting talent, particularly through this Bill?

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (17 Jun 2025)

Sinéad Gibney: Excellent. My next question is for both groups. They are such an important mechanism for reaching communities and sharing information. This Bill has provisions on the production of public service content and alterations to legislation that provide for online clips and podcasts. What will this mean for the ability of the groups to create public service content and to expand their reach...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (17 Jun 2025)

Sinéad Gibney: Yes, that sounds good. I will give my remaining time to the community radio group if its representatives would like to answer the same question.

Sinéad Gibney: I thank all the witnesses.

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (17 Jun 2025)

Sinéad Gibney: I want to echo some of the earlier comments. This has been very informative and as a new member of this committee, it has been really helpful for me. I thank all of the witnesses for their contributions. I want to zoom in on the issue of workers' rights. I understand some of the challenges that Mr. Purcell in particular outlined for employers in terms of the schemes and restrictions....

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: General Scheme of the Broadcasting (Amendment) Bill: Discussion (Resumed) (17 Jun 2025)

Sinéad Gibney: But nowhere near the same standards that we would hold traditional press to.

Nursing Homes and Care for Older Persons: Statements (12 Jun 2025)

Sinéad Gibney: Growing old is a privilege, one which, it is to be hoped, many of us in the Chamber will be able to enjoy. In Ireland we have a lot to do in order to deal with our attitudes toward ageing and the way we treasure and nurture our older population. We should not infantalise them, as we did during Covid. When it comes to this issue around care, we need to offer choice. The reality is that we...

Sinéad Gibney: The Tánaiste mentioned hypocrisy around calling for humanitarian naval action in Gaza----

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Military Neutrality (12 Jun 2025)

Sinéad Gibney: ----which of course is not covered by the triple lock anyway. The Tánaiste mentioned the triple lock not being the norm in other neutral countries, and once again I say that they have not had the same journey to neutrality that we have had. They did not have the same engagement with the Nice and Lisbon treaties which required us to enshrine the triple lock for that purpose. I will...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Military Neutrality (12 Jun 2025)

Sinéad Gibney: I thank the Tánaiste. On the dysfunctionality he has described in the UN, this is exactly the time for us to recommit to our engagement with the UN, to help resolve the difficulties we are experiencing at Security Council level. As we have been at pains to point out throughout this debate, and will continue to highlight, the triple lock can be satisfied by the UN General Assembly. I...

Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Military Neutrality (12 Jun 2025)

Sinéad Gibney: 2. To ask the Taoiseach and Minister for Defence the human rights monitoring mechanism, if any, planned for missions without a UN mandate in light of the proposed removal of the triple lock, given the potential lack human rights monitoring at UN level in missions without a UN mandate; and if he will make a statement on the matter. Ceisteanna ar Sonraíodh Uain Dóibh - Priority Questions: Military Neutrality (12 Jun 2025)

Sinéad Gibney: We have discussed the issues pertaining to the abolition of the triple lock many times. I am reading the draft Bill which seeks to do this. I am struck by the apparent lack of human rights monitoring mechanisms which could be included as safeguards for deployment, given the removal of the human rights monitoring at UN level. What human rights monitoring, if any, is envisaged to ensure...
