- Proposed Statutory Instrument on Copyright: Statements (31 Jan 2012)
Willie O'Dea: The Minister of State assured us that the statutory instrument only clarifies the existing law and does not represent a change of policy. I accept his assurance but we have to bear in mind that the existing law, the Copyright and Related Rights Act 2000, was passed 12 years ago. The Internet has changed enormously in the intervening period. As far as I am aware, the only application for an...

Willie O'Dea: No. We can reduce question time by a few minutes.
- Proposed Statutory Instrument on Copyright: Statements (31 Jan 2012)
Willie O'Dea: I appreciate the Government's decision to organise a debate on the subject but this is not the way to deal with the subject of this magnitude. We need a more considered debate, along the lines proposed by Deputy Martin, such as a select sub-committee of the Dáil to examine this area of major importance. I am one of the few people who raised this issue in the Dáil on Question Time with the...
- Proposed Statutory Instrument on Copyright: Statements (31 Jan 2012)
Willie O'Dea: Did I understand the Minister of State to say the EU is revisiting the copyright directive? I hope so, because it should be, although I do not know how long this will take to resolve if that is the case. Is it the intention of the Minister of State to proceed immediately to sign the statutory instrument in the absence of any guidance to the courts as to how they will exercise their powers to...

- Employment Rights (25 Jan 2012)
Willie O'Dea: I know the Minister has engaged in a hands-on way with the two companies mentioned but I will bring his attention to another case. He mentioned the responsibility of employers and the usefulness of the labour relations machinery. In my constituency, there was an employer that was, effectively, the State. This relates to St. Enda's Sports Complex in Limerick, which went out of business....

- Business Regulation (25 Jan 2012)
Willie O'Dea: I am confused by the Minister of State's reply. According to the briefing I obtained from his Department, an initial target of a 25% reduction in administrative burdens was set, with that reduction expected to produce cost savings for businesses of â¬500 million. However, the Minister of State says there has been a reduction of 23% and an associated saving of â¬198 million.
- Business Regulation (25 Jan 2012)
Willie O'Dea: Yes, the target is 25%. However, according to page 46 of the briefing given to me by the Department 12 months ago, a 25% reduction should represent a monetary saving of â¬500 million. If that is so, how can a 23% reduction amount to a saving of only â¬198 million?

Willie O'Dea: Question 1: To ask the Minister for Jobs; Enterprise and Innovation his views on his record on job creation so far; if he has a plan for dealing with job losses; and if he will make a statement on the matter. [4337/12]
- Job Creation (25 Jan 2012)
Willie O'Dea: I thank the Minister for his reply. I heard the Minister talk about the past but we are in the present now and he is a member of a Government which has been given an overwhelming majority by the people as a result of putting forward a policy, the centrepiece of which was to create jobs. The average rate of unemployment in the past 12 months during which the Government has been in office is...
