Written Answers — Department of Children and Youth Affairs: After-School Support Services (28 Nov 2017)

Peter Burke: 580. To ask the Minister for Children and Youth Affairs if there is an existing subsidy or tax relief for persons that send their children to Educate Together homework clubs; the details of these initiatives and income thresholds; her plans to increase the subsidy or tax relief for persons that currently do not qualify; and if she will make a statement on the matter. Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: The last time the acting Commissioner made a presentation here on this I asked specifically whether the gardaí were ready to go into Stepaside station and were the resources available for them there. On that occasion I was told that the acting Commissioner would not have recommended it unless they were but listening to the oral evidence now I understand that it is not a priority. Would...

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: Is the assistant commissioner aware that directly contradicts the evidence he gave on the last occasion? He said then that the resources were ready to commence opening the station.

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: I want to be clear on this. The resources are not committed for 2018 for the stations recommended for reopening, such as Stepaside. The assistant commissioner is effectively saying that all these stations will go into a pool with competing interests for budgetary requirements and the priorities of An Garda Síochána.

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: I am not disputing that point.

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: The point I want absolute clarity on is that all the requirements for the reopening of these Garda stations go into the pot of competing interests in An Garda Síochána in the negotiations for future budgets. They compete with other priorities in An Garda Síochána.

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: I do not dispute that point but I am getting a big confused. I really would like clarity on that point, in other words, this is not a fait accompli. It is not certain that the recommendation to open these stations will be one of the competing interests in budgetary negotiations. As with all budgetary negotiations, there will be competing interests and it will be considered within the terms...

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: Where is that?

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: It is not the position with Stepaside.

Public Accounts Committee: Reopening of Garda Stations: Discussion (23 Nov 2017)

Peter Burke: So, in theory, it is a long-term aspiration as opposed to an immediate objective of An Garda Síochána. The resources are there and the human resources section has done a scoping exercise.

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: I thank the witnesses for attending. In the context of the internal audit and subsequent reports and discussions at the Committee of Public Accounts, we were advised that there were five tax numbers in operation in An Garda Síochána - one for An Garda Síochána, one for Garda College Sportsfield Company, one for the Garda College restaurant, one for the Garda College shop...

Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: As a public body, it should.

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: Each entity?

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: So that is not finalised?

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: So it may be difficult to get a tax clearance certificate for that particular number if the voluntary disclosure is still open?

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: So the answer to that question is "No". Are any of those five tax numbers closed or did An Garda Síochána give notice to close any of them?

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: Obviously, I would imagine that An Garda Síochána would have to get the agreement of the Revenue Commissioners to terminate every one of those tax numbers.

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: In other words, the operation has come clean but, essentially, An Garda Síochána has not yet received authorisation from Revenue that the discussions have concluded regarding the voluntary disclosure?

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: On the legal status of each of those tax numbers, we were advised that only one involved a company structure. I think that was the Garda College Sportsfield Company. Do the other four tax numbers involve, essentially, non-company structures?

Public Accounts Committee: 2016 Annual Report of the Comptroller and Auditor General
Chapter 12 - Management of Ancillary Services at the Garda Training College
(23 Nov 2017)

Peter Burke: So they are not companies?
