Peter Burke: That judgment can be very difficult when we are talking about risk transfer and traffic guarantee payments. In terms of the M3 Clonee to Kells motorway or the Limerick tunnel and the potential huge risk to which the taxpayer is exposed, that is a huge challenge to meet.
