It is hard to understand the level of surplus investment that is being put into the N4 - there is a section in Mullingar that seems to get done every year - while the surface on the N5 is getting worse every week. The submission says that €140 million is needed per annum for pavement renewals. What is the TII getting for pavement renewals?

If we are going to be €400 million short in respect of pavement renewals by 2020 the Department must realise that the inability to access PPPs is strangling TII's ability to do its job, before it even gets to the Department of Public Expenditure and Reform.
