Joanna Tuffy: It is very important to look at other countries, because it is not just unique to Ireland. Perhaps we need to look to bringing in legislation dealing with dangerous driving practices. We do not have it in this country yet. It is called anti-hooning legislation in other countries, such as New Zealand.
