Seanad: Order of Business (15 Dec 2015)

Ivana Bacik: We have had the Minister for Justice and Equality in this House on a wide variety of legislation in the past few weeks, and this week is no exception. The Leader will respond in terms of the justice debates, but I merely note that we will have the Minister in tomorrow on the Garda Síochána (Policing Authority and Miscellaneous Provisions) Bill, the Prisons Bill 2015 and the...

Seanad: Order of Business (15 Dec 2015)

Ivana Bacik: It is a targeted Bill aimed, in particular, at tackling high recidivism rates for burglary offences. It is ironic to hear Fianna Fáil speaking about reversing Government policy. Government policy is to recruit more gardaí. There is more recruitment now for gardaí. Let us not forget it was Fianna Fáil in government that stopped recruitment.

I know that all would wish to join me in...

Seanad: Criminal Justice (Burglary of Dwellings) Bill 2015: Second Stage (11 Dec 2015)

Ivana Bacik: I welcome the Minister of State, Deputy Ó Ríordáin, to the House along with his hard-working officials. We have commented already on the large volume of justice legislation we have been dealing with recently. Today is a case in point because there are four justice Bills before us. We have had to deal with many complex and lengthy Bills but this one is very short and focused....

Seanad: Prisons Bill 2015: Committee and Remaining Stages (11 Dec 2015)

Ivana Bacik: I echo what others have said. This is indeed a historic and welcome day. It is long overdue. At last we have seen this Government move on this issue, after years of inaction by successive Governments in the face of mounting criticisms from international sources and from successive inspectors of prisons. It is a proud day and one we can be thankful for. It marks a new step in our penal...

Seanad: Courts Bill 2015: Committee and Remaining Stages (11 Dec 2015)

Ivana Bacik: I was not one of the legal colleagues who spoke to Senator Sean D. Barrett about this amendment. I have always believed in principle, as have my colleagues who are legal academics, that it would be good to make provision for legal academics to become judges in this jurisdiction, as we have seen happen in other jurisdictions. In one jurisdiction with which I am very familiar, South Africa,...

Seanad: Courts Bill 2015: Committee and Remaining Stages (11 Dec 2015)

Ivana Bacik: Having heard the Minister of State's response, I am delighted the principle is agreed. I am glad to hear this is being addressed in other legislation. As Senator Barrett noted, there are...
