- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: This is an issue that involves all of us who partake in election campaigns. We put up and take down posters. It is time-consuming and expensive. The fundamental issue we need to be very careful about is that it is an important part of election campaigning. Especially in some traditionally working-class areas, and some people might not believe this, there are some people who are not aware...
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: I will speak to Deputy O'Callaghan's amendment No. 84 first. I agree that 20% is way too high. While the figure of 20% does not sound too high, it would be very high if you actually have to go out and get it. Looking at Limerick, when we had the referendum or plebiscite on the directly elected mayor, the turnout was about 50%. Approximately 70,000 people voted on that. If you double that...
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: When any local authority has a referendum, the Minister in situ will be well aware that it is taking place and of the outcome, so a year is enough time to do it. Speaking from experience in Limerick, the report should be sent to the Oireachtas up to a year after the election is held. Otherwise, we are in danger of it going further and further and we saw what happened in Limerick.
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: I am not suggesting that we cannot have an IAG report for the general area as well. It should be done within a year because of the experience we had in Limerick. Timeframes can be missed, things can go on for longer and people can get annoyed about the process, especially when they went out and voted for something. We go and knock on doors and ask them to do something. It was narrowly...
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: A Minister will be in situ when the referendum or plebiscite is called. The Minister will know the date on which it is taking place and he or she can act on that. He or she should plan what he or she will do if there is a yes or no vote. A year is a reasonable duration. The IAG report to which the Minister of State referred is excellent. My only concern is that some stakeholders were not...

- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)

- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (Resumed) (16 Nov 2023)
Maurice Quinlivan: We have a slight problem with amendment No. 90 but we will support amendment No. 91. If somebody is elected to the office of mayor of Limerick, it will be a brave person who will vote to take that individual out if they are directly elected by the people. It would have to be somebody who was totally incompetent or corrupt for everyone to be willing to agree to that. I would not be too...

- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Sustainable Development Goals: Discussion (15 Nov 2023)
Maurice Quinlivan: We thank the department officials, those present in the room and those online for assisting the committee with consideration of this important matter. That concludes our deliberation of this matter and the committee's public business. I propose the committee goes into private session to consider all other business. Is that agreed? Agreed.
- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (15 Nov 2023)
Maurice Quinlivan: I move amendment No. 2: In page 10, line 25, to delete “3 years” and substitute “2 years”. We are proposing this change so the review of the democratically elected mayor can be carried out in a shorter timeframe. This is important to ensure the review is completed in as much time as possible to before the next election for mayor takes place. The review will...

- Select Committee on Housing, Planning and Local Government: Local Government (Mayor of Limerick) Bill 2023: Committee Stage (15 Nov 2023)
Maurice Quinlivan: I move amendment No. 7: In page 11, between lines 29 and 30, to insert the following: "(a) Furthermore, the Mayor shall not engage in any other type of paid employment during their term of office.". We feel strongly about this amendment. We believe that if the position is to be truly transformative for local democracy, the position of the mayor must be the sole focus of anybody...
