However, there are people who may have lived in an area for their entire lives and there needs to be that engagement. It is coming into public discourse. Polarisation is a major problem. There has been a change in the political landscape in the past couple of years...

Kieran O'Donnell: I am just saying there is not enough. People take up fixed positions and when they do, in my experience, it often makes for poor decision-making because might wins out. That is not necessarily the best way to get to something that works. Can Mr. Jose address the Senator's point?
