- Seanad: Commencement Matters: Electronic Tagging (5 Nov 2015)
Mark Daly: Unfortunately, there were many references to sections 101 and 108, and I will be writing a letter to the Cathaoirleach seeking that when I ask about section 102 or whatever and I, the Minister of State and everybody else goes to the bother of coming to the House, we actually get an answer. If I deleted everything that had nothing to do with my question, there would be a paragraph, but that...
- Seanad: Commencement Matters: Electronic Tagging (5 Nov 2015)
Mark Daly: I will be asking the Cathaoirleach to write to the Minister and, specifically, to the officials. It is not appropriate that a Minister would be given a reply to give a Member of the Oireachtas which amounts to an answer to a question that was not asked. That is the point I am making. The reply, even when it referred to section 102, did not answer the question why the section has not been...
- Seanad: Commencement Matters: Electronic Tagging (5 Nov 2015)
Mark Daly: I am sure the Minister would agree. It costs €6.45 to put an electronic tag on a person - that is what the mechanism costs - whereas it costs €263 a day to put him or her in prison. The Minister of State was allowed to give a reply to the House that this is not necessarily the most cost-effective way to challenge and change an offender's behaviour. I will read the alternative...
- Seanad: Commencement Matters: Electronic Tagging (5 Nov 2015)
Mark Daly: It notes the section was not commenced and has not been put into operation. Section 102 was an alternative sentence to imprisonment. I will write to the Cathaoirleach and the Minister of State, Deputy Kathleen Lynch, although it is not her area. I will write to the Minister.
- Seanad: Commencement Matters: Electronic Tagging (5 Nov 2015)
Mark Daly: Most important of all, the Minister of State was allowed to come to House and deliver this reply. Whatever official wrote it should be brought before the Minister and asked how he or she could allow a Minister to say to the House that spending €6.45 on electronic tagging is not more cost-efficient than the judge's alternative of putting a person in prison. That is a disgraceful...
- Seanad: Order of Business (5 Nov 2015)
Mark Daly: I call on the Acting Leader to organise a debate in respect of unifying the people of Ireland. There was an interesting RTE "Prime Time" and BBC opinion poll carried out for what Tommy Gorman, on "Morning Ireland", described as a show rather than an actual serious debate. According to the poll, there are many issues that unite us in terms of civil rights and other issues. Obviously, many...
- Seanad: Order of Business (5 Nov 2015)
Mark Daly: I would like to mention a statistic that was highlighted last night. According to the most recent census in Northern Ireland - I am not talking about a survey here - just 40% of people in the North describe themselves as British. Another statistic worth mentioning is that 43% of people are not in favour of a united Ireland. As the Acting Leader will appreciate, it depends on which way one...
- Seanad: Order of Business (5 Nov 2015)
Mark Daly: Hear, hear.
- Seanad: Order of Business (22 Oct 2015)
Mark Daly: I am delighted to see a fellow Kerryman leading off in the Seanad. I am sure he will agree that a smart man makes a mistake, learns from it and never makes it again, but a wise man finds a smart man and learns not to make the same mistake. I am sure the Government could not be accused of doing either. In the newspapers today we see that 500 people who had been disqualified from driving...
- Seanad: Order of Business (22 Oct 2015)
Mark Daly: Why consider changes to the bail laws? Section 102 is already in place.
- Seanad: Order of Business (22 Oct 2015)

- Seanad: Order of Business (22 Oct 2015)

- Seanad: Order of Business (22 Oct 2015)
Mark Daly: It is not a constitutional matter.
- Joint Oireachtas Committee on Foreign Affairs and Trade: Humanitarian Work of the Syria Civil Defence: Discussion (21 Oct 2015)
Mark Daly: Mr. Al Habib was talking about the regime controlling 14% of the territory and receiving most of the UN aid. How much UN aid is being given to the regime and how is the UN doing this? That is one of the key elements. I was talking to Robert Fisk, who would probably be the pre-eminent authority in media circles on the situation in Syria and the Middle East. He has been an observer there...
- Seanad: Order of Business (14 Oct 2015)
Mark Daly: If the Leader allowed time, there would be no problem.
- Seanad: Minerals Development Bill 2015: Report and Final Stages (14 Oct 2015)
Mark Daly: The Minister and I had a number of discussions on the amendment on other Stages and we are quite happy that there will be movement on this in the other House. I do not mean to delay the process any further so I will not be moving the amendment.
- Seanad: Minerals Development Bill 2015: Report and Final Stages (14 Oct 2015)
Mark Daly: I second the amendment.
