Charlie McConalogue: Major international sporting events can play a key role in increasing sporting participation, boosting domestic and international tourism and promoting Ireland as a destination for education and business opportunities. They present a wonderful opportunity to showcase the island of Ireland and our world-class tourism and sports offering to Europe and the world. At the time of bidding for...

Written Answers — Department of Communications, Climate Action and Environment: Sports Funding (8 Jul 2025)

Charlie McConalogue: The Community Sport Facilities Fund (CSFF) provides grants to assist in the development or refurbishment of sports facilities and the provision of sports equipment. Projects can combine funding from the Community Sports Facilities Fund (CSFF) and the Leader Programme and, in this context, grantees must comply with Circular 13/2014 - Management of and Accountability for Grants from Exchequer...

Written Answers — Department of Communications, Climate Action and Environment: Sports Facilities (8 Jul 2025)

Charlie McConalogue: My Department is not aware of proposals regarding alternative use for lands referred to by the Deputy and such proposals to repurpose the site is ultimately a matter for Cork County Council as the landowner. In relation to the Football Association of Ireland's (FAI) previously proposed Munster Centre of Excellence in Glanmire, €2,025,699 was provisionally allocated in grant...

Written Answers — Department of Communications, Climate Action and Environment: Sports Organisations (3 Jul 2025)

Charlie McConalogue: My Department operates two capital funding programmes for sport, namely the Community Sports Facilities Fund (CSFF) and the Large-Scale Sport Infrastructure Fund (LSSIF). These programmes provide for investment in sports facilities across a wide range of codes including rugby. The funds do not support the purchase of land and I confirm that my Department has not provided funding for the...

Middle East: Statements (2 Jul 2025)

Charlie McConalogue: The images we see from Gaza and the horrifying humanitarian situation are truly appalling. The trajectory of displacement and disenfranchisement of Palestinians in Gaza and the West Bank is unfathomable. More than 56,000 people have been killed in Gaza. These are the ones whose deaths have been verified. Many more bodies lie beneath the rubble. Behind each number is an individual, a...

Saincheisteanna Tráthúla - Topical Issue Debate: Medical Aids and Appliances (2 Jul 2025)

Charlie McConalogue: I thank Deputy Kenny for raising this matter. I am answering on behalf of the Minister for Health. I have the details and response on the guidelines and policy around incontinence pads. I will give the Deputy these as part of my response but I assure him that I will be following this case up further, on the back of his contribution, with the Department of Health and the HSE. The...

Saincheisteanna Tráthúla - Topical Issue Debate: Medical Aids and Appliances (2 Jul 2025)

Charlie McConalogue: Certainly, I will. Obviously, the parents have been through several challenges and the child has had a very difficult and challenging start to life. It is really important from the point of view of the State that the health service we provide be appropriate to the child's needs. It is important that incontinence pads be appropriate to and sufficient in number for the child to meet all his...

Saincheisteanna Tráthúla - Topical Issue Debate: Road Projects (2 Jul 2025)

Charlie McConalogue: I will relay to Transport Infrastructure Ireland that the Deputy has raised this matter in the Dáil. As I said, this has been strongly considered locally through Kerry County Council. It engaged consultants to review safety and capacity issues on the N22 and its approaches and to introduce improved active travel facilities at the N22-Park Road junction. Coming out of that proposal and...

Saincheisteanna Tráthúla - Topical Issue Debate: Road Projects (2 Jul 2025)

Charlie McConalogue: I thank Deputy Healy-Rae for raising this matter. I am glad to take it on behalf of the Minister for Transport, who, as the Deputy knows, has responsibility for overall policy and Exchequer funding relating to the national roads programme. Once funding arrangements have been put in place with Transport Infrastructure Ireland, under the Roads Acts 1993 to 2015 and in line with the national...

The Government is committed to supporting our sporting ecosystem so that more people can participate, reap the benefits of sport and fulfil their potential, from grassroots right up to high performance level. In...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Update on Departmental Priorities and Legislation: Department of Culture, Communications and Sport (2 Jul 2025)

Charlie McConalogue: I felt very much like the goalkeeper in the contest for a while when most of the play is up the other end of the pitch. The Deputy rightly outlined the LSSIF. It was an important piece relating to the overall funding infrastructure that the State provides. Prior to 2019, there had not been anything filling that space. There were many projects of a reasonable scale throughout the country...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Update on Departmental Priorities and Legislation: Department of Culture, Communications and Sport (2 Jul 2025)

Charlie McConalogue: We have not compiled any reserve list at the moment. Compiling any reserve list will be contingent on us securing additional funding to be able to do that. That is something we would then look at in the context of having additional funding. There is hope. We want to see more projects move on and more projects built. We intend to continue with this fund and have future rounds of it. The...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Update on Departmental Priorities and Legislation: Department of Culture, Communications and Sport (2 Jul 2025)

Charlie McConalogue: There is a general approach that they have to use it if they want to keep it. That is the approach we will be taking. However, we are at the stage now where they have been awarded. We are looking to work with them. Some of them are at different stages. We want to see them get to fruition. That is our objective. We will be working with them to try to get drawdown and get them moved on.

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Update on Departmental Priorities and Legislation: Department of Culture, Communications and Sport (2 Jul 2025)

Charlie McConalogue: Not in the short term. We are not going to keep it on the never-never because we do not want funding held up whereby other projects could be proceeding. That is something we will monitor closely. We expect all of those who have received funding awards to get a move on and to move ahead with their projects.

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Update on Departmental Priorities and Legislation: Department of Culture, Communications and Sport (2 Jul 2025)

Charlie McConalogue: We want to see everyone participating in sport and having the opportunity to participate. Sport Ireland has published guidelines for national sporting bodies, but there are different approaches taken by sporting organisations internationally as well. It is a role for each national governing body relating to their policy on the issue,as long as they are working in conjunction with the Sport...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Update on Departmental Priorities and Legislation: Department of Culture, Communications and Sport (2 Jul 2025)

Charlie McConalogue: That is something we want to see as part of every tournament we host. It is about improving participation. There are benefits for the wider economy and from a tourism point of view. Each time we do something, we want to see it have a wider benefit too and particularly benefit the sport and the participation in sport. We are examining that, for example, in the context of golf at the moment...

Joint Oireachtas Committee on Arts, Media, Communications, Culture and Sport: Update on Departmental Priorities and Legislation: Department of Culture, Communications and Sport (2 Jul 2025)

Charlie McConalogue: The Deputy is a very strong advocate for the post office network and the impact it has on local communities. He is certainly right. The three-year agreement that is coming to a conclusion at the end of this year has been really important to maintaining the post office network. The Government is absolutely committed to ensuring that remains the case. This is going to require continued...
