- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)
Jackie Cahill: I thank our guests for their presentation. While we have concerns about rural areas and the future provision of services at large-animal practices in rural Ireland, the principal point we wish to discuss is the corporate ownership of practices. One matter is whether this is good for the industry but another is whether it is legal. I found part of the presentation to be contradictory. Ms...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)
Jackie Cahill: Surely the owner of a practice dictates to veterinary practitioners what is done? If a corporate owner decides to close a practice on Sundays, surely the vet who works for that owner must comply with that decision?

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)
Jackie Cahill: The Act came into force in 2005. It was fine until December 2017, then changes were made and in January of 2018 the council got worried about those changes. Deputy Penrose and the other members are not happy about this process. We are not at all happy with it. There should have been consultation before the changes were made. There has been undue haste in the decision and, as a committee,...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)
Jackie Cahill: That is fine. From January 2018 up to now, sales of practices have been continuing. There is a consultation process in place but the handbrake has never been applied. As far as I can see, anyone who wants to sell his or her practice will have it done before this consultation process is complete. To come back in here and tell us the result of the consultation process is grand but if it...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Practices: Discussion (21 May 2019)
Jackie Cahill: That is fine. They were sold between vets. I saw my local vet retire and his practice was sold on to another vet. The sale of practices to corporate entities was not always happening.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Future of the Beef Sector in the Context of Food Wise 2025 (Resumed): Bord Bia (21 May 2019)
Jackie Cahill: Bord Bia is a great organisation and does a lot of very good work. That might be the last positive thing I will say for a while.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Future of the Beef Sector in the Context of Food Wise 2025 (Resumed): Bord Bia (21 May 2019)
Jackie Cahill: As the Chairman noted, Bord Bia has produced a document here in which there is no mention of live exports. I asked a parliamentary question two or three weeks ago specifically focused on targets for the last six months of the year for live exports, particularly cattle of six months and over. I wanted to know what target had been set for the last six months of 2019. The Minister stated that...

Jackie Cahill: That was the case in the past.
- Greyhound Racing Bill 2018 [Seanad]: Report Stage (Resumed) and Final Stage (15 May 2019)
Jackie Cahill: Is the Minister of State claiming that members of the outgoing board were not members of various tracks?
- Greyhound Racing Bill 2018 [Seanad]: Report Stage (Resumed) and Final Stage (15 May 2019)
Jackie Cahill: When the financial mistakes were made in Limerick, the chairman of the board was a well-recognised entrepreneur. The mistakes were at that stage when he was there. We will not agree on this. I am looking for an inclusive board. The mistakes made in Limerick were due to a lack of governance. However, that was several boards ago. I am a board member of a private track. I know we will...
- Greyhound Racing Bill 2018 [Seanad]: Report Stage (Resumed) and Final Stage (15 May 2019)
Jackie Cahill: I agree with the Minister of State that having a veterinary practitioner and accounting expertise on the board is to be welcomed. However, the problem that arose with the Limerick track are historical at this stage and go beyond the terms of the last two boards. I would even say they extend beyond the tenures of the last three boards. I am looking for an inclusive board where all...

- Greyhound Racing Bill 2018 [Seanad]: Report Stage (Resumed) and Final Stage (15 May 2019)
Jackie Cahill: I did not say that.
- Greyhound Racing Bill 2018 [Seanad]: Report Stage (Resumed) and Final Stage (15 May 2019)
Jackie Cahill: I move amendment No. 2:In page 12, between lines 24 and 25, to insert the following: "(a) one or more shall be a representative of authorised private greyhound tracks,". At the outset, I want to declare that I am a director of one of the six private tracks. The board has scarce resources. It is important that during discussions on allocations for Sports International Services, SIS,...

- An tOrd Gnó - Order of Business (14 May 2019)
Jackie Cahill: Councillors met in Waterford on Friday and voted on Project Ireland 2040, the national planning framework. One of the key points in that plan is the rejuvenation of town centres. An Post took a decision in recent weeks to move the post office in the centre of Thurles to a location in a shopping centre 700 m away. We heard today of a town in Laois where the company has made a similar...
