Seanad: Order of Business (26 Jun 2018)

Ivana Bacik: I welcome the Government's announcement today that it will bring forward measures to address the gender pay gap. I very much welcome anything that will bring that forward. However, it is a pity, and I said this to the Minister for Justice and Equality, that the Government did not see fit to use the existing legislation, the Private Members' Bill, that we introduced in this House, which...

Seanad: Order of Business (26 Jun 2018)

Ivana Bacik: It would be helpful if we had sight of the Government amendments.

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Christian Aid Tax Report: Discussion (21 Jun 2018)

Ivana Bacik: I thank the witnesses for the detailed analysis they have done and the important work on raising these issues. It is especially instructive to hear the interaction between non-governmental organisations, NGOs, that are represented by the witnesses and Action Aid and the Department and Revenue in terms of unearthing particular practices. As Mr. McCaughey said, it is alarming that NGOs...

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Christian Aid Tax Report: Discussion (21 Jun 2018)

Ivana Bacik: Very creative.

Joint Oireachtas Committee on Foreign Affairs and Trade, and Defence: Christian Aid Tax Report: Discussion (21 Jun 2018)

Ivana Bacik: Yes.

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: I welcome the opportunity to debate this important Bill and the principles it contains. I am an advocate of reform in the judicial appointments process. I wish to be constructive in the debate on this Bill and acknowledge its important positive aspects. As my colleagues in the other House, Deputies Howlin, Penrose and Sherlock have said, it is unfortunate that the Bill has come in this...

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: It is still not good legislation. We can all acknowledge that. The response of the Minister, Deputy Ross, to the Attorney General's criticism of it as a "a dog's dinner", which I read in a newspaper, referring to this as "a caviar and oysters" Bill was unfortunate. That language is not helpful.

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: I am simply saying that I do not think many of Deputy Ross's colleagues in government would agree with his description of the Bill. What we need in fact is a beans on toast version of reform, one that is practical, that does what it says on the tin, that moves away from canine analogies and references to the feast of caviar and oysters that----

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: Yes a black pudding Bill, I thank Senator Norris.

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: We need sensible, practical and robust reforms. I should declare an interest as a qualified barrister who was in practice for many years, no longer in practice, but as a legal academic also. There are very positive reforms in this that I, among others, have sought for many years. In 2003 I and colleagues in Trinity published a report entitled Gender Injustice which focused on the need to...

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: I thank Senator Norris. I meant the judgment by then Chief Justice O'Higgins. In his book, Ruadhán Mac Cormaic described it as the worst judgment in the history of the Supreme Court. I do not think many would disagree with that, looking back at the tenor of that judgment. For the most part, our Judiciary has served us extremely well. While we are advocating for reform and while we...

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: People were hugely critical of that.

Seanad: Judicial Appointments Commission Bill 2017: Second Stage (20 Jun 2018)

Ivana Bacik: I was being constructive.

Seanad: Short-term Lettings Bill 2018: Second Stage (20 Jun 2018)

Ivana Bacik: I welcome the Minister of State to the House and I am delighted to second this Bill on behalf of the Labour Party group. I commend my colleague, Senator Humphreys, for his long-standing work in this area and for bringing this issue to the attention of the Minister of State and the Government in order to try to do something practical about addressing this real problem that has arisen. We see...

Seanad: Order of Business (19 Jun 2018)

Ivana Bacik: I join with others in noting the 25th anniversary of the historic legislation which decriminalised homosexuality in 1993. I commend my colleague, Senator Nash, who has led the way on this by putting forward Private Members’ legislation on it, as well as working with the Leader and the Government in drafting a motion to be taken in the Seanad this evening acknowledging the anniversary...

Seanad: 25th Anniversary of Decriminalisation of Homosexuality: Motion (19 Jun 2018)

Ivana Bacik: It is wonderful to welcome the Minister to the House. I have had the pleasure and privilege of working with her on equality issues for many years. It is wonderful to remember her wife, Ann Louise Gilligan, and to pay tribute to all our distinguished visitors in the Gallery. Again, it has been a pleasure and privilege to know and have worked with many of them over the years. It is also...

Seanad: Death of Shane O'Farrell: Statements (14 Jun 2018)

Ivana Bacik: I welcome the Minister to the House and Ms Lucia O'Farrell to the Public Gallery. As others have done, I offer my sincere condolences to Lucia, Hannah and Gemma and to all of the O'Farrell family on the sad death of their son and brother Shane on 2 August, 2011. As colleagues have said, Shane had a long connection with Trinity College in Dublin. He studied there for a Master's degree in...

Seanad: Order of Business (12 Jun 2018)

Ivana Bacik: I commend all those involved in the wonderful ceremony last week, Dublin Honours Magdalenes. It was uplifting to see it after such shabby treatment of so many women for so long by the State, other institutions and, in many cases, by individual families. It was good and positive to see such a great welcome for the Magdalenes by Dublin's Lord Mayor, as well as other aspects of civic and...

Seanad: Order of Business (12 Jun 2018)

Ivana Bacik: Unfortunately, we are in more of a motopia at present. It is the car that is given priority in far too many instances in the cities and towns around Ireland. Let us lead the way in creating a velotopia. I, again, wish everyone a happy national bike week. I look forward to a stronger and more positive endorsement of cycling within Leinster House as well as elsewhere.

Seanad: Order of Business (12 Jun 2018)

Ivana Bacik: We all should.
