Robert Troy: It is not required, but it would strengthen the Bill. We are trying to improve the legislation. The ICAO is the international body in this area. I urge the Minister to reconsider the amendment because we will continue to push for what is proposed.

Robert Troy: If I understand the amendment correctly, the board must carry out its own examination in respect of an appeal or submission made to it and may not rely on any of the preparatory work that has been conducted by the independent competent authority prior to that decision. Is this correct?
