Forestry Sector: Motion [Private Members] (1 Oct 2019)

Jackie Cahill: I wish to share time. I tabled a Topical Issue matter on forestry today. One issue those involved in the industry are concerned about is the fact that we are only reaching 50% of the targets set by the Government. The viability of the enterprises of those involved in nurseries, planting and harvesting crops is under pressure. There are various reasons for this, but the bureaucracy...

Saincheisteanna Tráthúla - Topical Issue Debate: Forestry Sector (1 Oct 2019)

Jackie Cahill: I thank the Minister of State for his reply. I wish to focus on his statement that there is no crisis in the granting of licences. I have spoken to the nurseries, planting companies and a company involved in clear-felling and thinning and all have concluded there is a crisis. The planting figures for this year will undoubtedly underline that. At most, there will be 4,000 ha of new...

Saincheisteanna Tráthúla - Topical Issue Debate: Forestry Sector (1 Oct 2019)

Jackie Cahill: I will focus on issues relating to forestry and climate change. I am aware that Private Members' business this evening relates to much the same issue. I have received a number of representations in recent weeks from people who are concerned about forestry. If we are to be serious about climate change, action is required. We are kidding ourselves if we believe that launching Government...

Joint Oireachtas Committee on Agriculture, Food and the Marine: TB Eradication Programme: Discussion (1 Oct 2019)

Jackie Cahill: I am conscious that one or two statements have been made that will cause concern to consumers. A huge amount of money has been spent on TB eradication over 70 years. I think back to the eradication of brucellosis which was achieved by taking hard decisions and farmers having to spend a serious amount of money. Thankfully, we did get rid of it. It is fairly certain that if we continue what...

Joint Oireachtas Committee on Agriculture, Food and the Marine: TB Eradication Programme: Discussion (1 Oct 2019)

Jackie Cahill: I should also have done that. I thank them for their presentations.

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Competition Law and Trade Associations: Discussion (1 Oct 2019)

Jackie Cahill: I am grateful to the Chair for allowing me to ask some questions even though I am not a member of the committee. I welcome the representatives of the CCPC. I will focus on beef in my questions. There has been a great deal of discussion. There is substantial dissatisfaction with the CCPC among primary producers. I suppose beef is the issue at the moment. In the past, people were not...

Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Competition Law and Trade Associations: Discussion (1 Oct 2019)

Jackie Cahill: I apologise for interrupting Ms Goggin but I must leave now to present a Topical Issue matter in the Chamber.

Agrifood and Rural Development: Motion (24 Sep 2019)

Jackie Cahill: As my colleague noted, this is the third time we have discussed the beef crisis in this House within a week. I also commend the Rural Independent Group on introducing the motion. Our family farm structure is under threat like never before. I wonder if the processors have been listening to the farmers in recent weeks. The 30-month rule, which has been a major bone of contention, is a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)

Jackie Cahill: I thank Ms Muldoon for her presentation. This is a most serious issue for the sector and many questions must be asked. There is a lot of unease. I received phone calls from eight vets over the weekend who were unanimous in their view this is not good progress for the sector and that it is a retrograde step. My Fianna Fáil colleagues and I met the vets' union, which put forward a...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)

Jackie Cahill: That is fine. At our meeting on 21 May, the Veterinary Council assured the committee that it received specific legal advice prior to announcing in December 2017 the amendments to the code of professional conduct relating to the ownership of veterinary practice. This is not substantiated by the findings of the Grant Thornton report. Will the witnesses clarify this discrepancy?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)

Jackie Cahill: What advice was received prior to December 2017, when the amendments of the code of practice relating to the ownership were made?

Jackie Cahill: It was three years before the advice was acted on.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)

Jackie Cahill: Someone else can ask the next question.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Veterinary Council of Ireland Report: Discussion (24 Sep 2019)

Jackie Cahill: There are an awful lot of inconsistencies in what we are hearing from the veterinary council today. I am disappointed. We have a model in this country that has worked well. The welfare of the animal has to be paramount. I have noted a few statements from the presentation. For example, "Ownership bears no influence on the provision of veterinary services." I am not going to swallow that...
