Matt Carthy: This is important from our perspective, because we have been talking about the fact there will be North-South divergence. I do not want to put words in Dr. Keane's mouth, but the model that is applied in the North can work so far as all the other things in relation to public information and scrutiny are actually robust enough. Matt Carthy: Essentially, therefore, it goes back to the question of whether the responsible persons were actually prescribing as well as dispensing, which is where the derogation and the legal dispute comes in. The view from within the sector is that they absolutely were.

Matt Carthy: The Department is stating categorically they were not. That is why the derogation could not be applied. I do not know if anyone here would be brave enough to indicate whether Teagasc has a view on whether they were or were not.
