- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: I thank Mr. O'Connell and Mr. McDowell for coming before us. Mr. O'Connell is correct to say that the exit of these two banks is the biggest logistical event to happen in the sector since the introduction of the euro. Last week, we had representatives of the three remaining banks before the committee. They also accepted that it is an extremely significant event. The reason the committee...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: Are the banks recruiting more people at present?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: I ask Mr. O'Connell to assume that our concerns, unfortunately, come true and that there is chaos or uncertainty for existing bank account holders who cannot move across. What could be the manifestation of that chaos? If this goes wrong, what does Mr. O'Connell think could happen in the financial sector?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: The impact on the customer will be that if this is not adequately resourced, if it ends up being a chaotic transfer, the individuals who cannot do online banking will be the ones particularly affected. They are the people who require face-to-face banking engagement. Am I correct in stating that they are the people who will be disadvantaged most?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: Mr. O'Connell states more time, resources and transparency are needed. Transparency will give us an indication as to how much time and resources are required.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: We do not have that transparency. With regard to time, some colleagues and I asked last week whether the timeline was definite. The representatives seemed quite committed to it. I presume Mr. O'Connell would like to see the regulator exerting itself more, saying one cannot leave if the appropriate number of transfers have not occurred. Would that be fair to say?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: The only source of information for the public seems to be the hearings of this committee. It is very difficult for the public to get an overview of the number transferred. We asked questions and got answers last week, but I am wondering whether there is ongoing awareness-raising.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: Why has the regulator not sought to agree on the implementation plan and have a collaborative approach among people such as the witnesses and the banks?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: Sometimes politicians who are members of this committee and other Members of the Houses are criticised when they emphasise that customers want to have face-to-face contact with bankers, and we are presented as being a bit old-fashioned because this is not the format according to which banking will operate in the future. Does Mr. O'Connell share our concern that there will be a requirement...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: I agree with Mr. O'Connell. The only entity that can change that is the regulator. If banks are not prohibited from trying to corral people into online banking, they will keep doing it and use whatever mechanism they have to achieve it. Does the regulator not have a role to ensure a requirement that a certain percentage of staff be available to provide face-to-face contact with customers?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: Is the regulator performing that role at present?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Withdrawal from Irish Banking Market (Resumed): Engagement with Financial Services Union and Electric Ireland (25 May 2022)
Jim O'Callaghan: I thank Mr. O'Connell.

- Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (24 May 2022)
Jim O'Callaghan: I thank the witnesses for coming in this morning and for their submissions to the committee. I would like to say first to Mr. Hourihan that the committee visited the Bishopstown campus in MTU. The modern part was very impressive. Then we went to look at where the apprentices are being trained. The building seemed to be very old. It was probably unsuitable. Is that what Mr. Hourihan is...
- Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (24 May 2022)
Jim O'Callaghan: There seems to be much co-operation between what was required in the private sector and the apprenticeships that were being taught there. I think this is particularly the case for medical devices. While there was some highly impressive machinery there, it looked completely out of place with the old building. Could Mr. Hourihan remark on that?
- Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (24 May 2022)
Jim O'Callaghan: Mr. English mentioned the Olympics of skills. One of the things this committee tries to do is to assess the importance of competitiveness or competitions within the education system. Does Mr. English believe it is important? Is it encouraging and improving the quality of apprenticeships for people to participate in very competitive arrangements like that?
