Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Discussion (25 Apr 2018)

Donnchadh Ó Laoghaire: I will move on from this matter. It is in the context of the pressure that was felt, that for some reason, which we cannot quite establish, they were not consulted for a statement even though their concerns were widely known. When this issue was first debated in the public domain, nobody came back and checked with them if they were okay with this. They certainly felt at a later date that...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Discussion (25 Apr 2018)

Donnchadh Ó Laoghaire: With respect to the progressing of the ongoing review, Ms McPartlin referred to an interim report being available relatively soon, if I understood her correctly, but that it is not yet possible to put a date on the final conclusion of the report.

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Discussion (25 Apr 2018)

Donnchadh Ó Laoghaire: It accept that it is important that this is done right, rather than rushed. We need to have this concluded as soon as possible but it is important that it is done correctly. In the context of a big concern in this regard, at our last meeting the witnesses were firm in trying to put people's minds at ease that, in so far as they are aware, all the cases that had been potentially incorrectly...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Discussion (25 Apr 2018)

Donnchadh Ó Laoghaire: During the middle part of 2017, a number of documents were produced month by month that showed there were ongoing issues with the recording of homicides and that there were still data quality issues. Does Mr. Sutton believe there are data quality issues relating to the recording of any homicides relating to February or March 2018?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Discussion (25 Apr 2018)

Donnchadh Ó Laoghaire: So it is not possible to say definitively but there definitely could still be data quality issues?

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Discussion (25 Apr 2018)

Donnchadh Ó Laoghaire: To finish off on that particular issue, my next question concerns ICT staff. I am still not totally satisfied with the explanation as to how things transpired. Particularly for that first meeting but also subsequently, I do not understand how these people were not consulted about how this transpired. There was a discussion on "This Week" on Sunday about documentation. I do not have...

Joint Oireachtas Committee on Justice, Defence and Equality: Garda Oversight and Accountability: Discussion (25 Apr 2018)

Donnchadh Ó Laoghaire: I will take the opportunity to say that we need two more community gardaí in the Togher district, if the witnesses will look favourably on that. I know Assistant Commissioner Finn has good support of community policing in Cork. I hope that those two vacancies can be filled as soon as possible.

Community Employment Pension Scheme: Motion [Private Members] (24 Apr 2018)

Donnchadh Ó Laoghaire: We will be supporting this motion. It is a shame on this and previous Governments, as Deputy Brady has outlined, that this has dragged on for so many years. It is absolutely appalling that it has been let get to this situation. I do not think there is any other category of workers in the public or private sector that would be treated as contemptuously as this in respect of its pension...

Vote 41 - Policing Authority (Revised)
(18 Apr 2018)

Donnchadh Ó Laoghaire: I will be brief enough. I have two questions on this Vote. I refer to Garda pay and numbers in a general sense. It has been indicated that the 2021 target is 15,000 sworn members of the Garda. It is not terribly far off that or it will not be at the end of this year by my understanding. Having said that, from my conversations with gardaí in Cork and I am sure it is the case...

Donnchadh Ó Laoghaire: The Minister will be aware I have put down several parliamentary questions on Forensic Science Ireland. My understanding is that it has embarked on a second recruitment campaign in recent years. The previous one met some difficulties because applicants did not have previous experience reflected in their pay and conditions and other similar considerations. Is the Minister satisfied with the...
