Written Answers — Department of Health: Public Health Policy (27 Feb 2014)

Gerald Nash: 257. To ask the Minister for Health his views on the need to introduce legislation to regulate the growing tattoo industry; if it is his intention to do so in the interests of public health; and if he will make a statement on the matter. [10121/14]

Joint Oireachtas Committee on Health and Children: Ambulance Response Times: Discussion (25 Feb 2014)

Gerald Nash: It was an historic issue related to the Dublin Fire Service.

Joint Oireachtas Committee on Health and Children: Ambulance Response Times: Discussion (25 Feb 2014)

Gerald Nash: Is that in addition to the 43 in the control centre?

Joint Oireachtas Committee on Health and Children: Ambulance Response Times: Discussion (25 Feb 2014)

Gerald Nash: I want to refer first to the capacity review. SIPTU expressed very well, as did committee members, that this was an absolute necessity. I was horrified that there has been no capacity review in recent years in the ambulance service. I stand to be corrected if I am wrong. No capacity review informed the HIQA targets which were set some time ago. It is a peculiar way to operate a service....

Joint Oireachtas Committee on Health and Children: Ambulance Response Times: Discussion (25 Feb 2014)

Gerald Nash: I thank the Chairman for allowing me, as a non-member of the joint committee, to ask questions on this issue of huge importance nationally and to people in my community. If I understood what he had said correctly, Mr. Bell appeared to indicate that a capacity review to inform the development of the ambulance service had never been undertaken. One would not organise a business or make an...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: I accept that. I am familiar with the work of the Arts Council and I value its work. There is no doubt that we all appreciate its work. As far as I can recollect, it is the Minister's policy that newly appointed members operate on a pro bono basis and I ask everybody to reflect on his policy. That is his own position. I would like to reach the stage where the Arts Council accepts that policy.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: I welcome Ms Pratschke and I wish her every success. I hope she is appointed as chair of the Arts Council, a very significant body. Her reputation and experience speak for themselves. First, I have a question about a matter that is currently receiving considerable media coverage. I accept that this issue did not occur under Ms Pratschke's watch, but it raises some potential governance...

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: It is an external procedure, not an internal one. The disciplinary procedure is in train at present.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: Will Ms Pratschke make that internal review report available to this committee and will she commit to appearing before the committee if the committee took the view that there were outstanding issues it wished to discuss about that review if it had implications for the overall governance of the Arts Council?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: I accept that.

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: On balance, if Ms Pratschke did not have any concerns such as those she described, would she be happy to appear before the committee to discuss that review and report and make the report available to the committee?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: I have another question. The Minister for Arts, Heritage and the Gaeltacht has made it clear on the Department's website, and this has been communicated to the Arts Council, that appointments to the Arts Council board will be made on a pro bono basis. Is that correct?

Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Arts Council: Chairman Designate (25 Feb 2014)

Gerald Nash: That is the case and I understand it is still on the Department's website. I assume it is still the Minister's and the Department's policy. Would Ms Pratschke confirm that she would not let a situation arise where newly appointed members of the Arts Council would seek some form of remuneration for that position, given that it would not be Government policy, and will she ensure that newly...

Written Answers — Department of Environment, Community and Local Government: Community Development Projects (25 Feb 2014)

Gerald Nash: 460. To ask the Minister for Environment, Community and Local Government the level of engagement his Department will have with the ILDN and the CCMA in terms of developing proposals around any successor programme to the Local and Community Development Programme; in regard to the Leader programme and in relation to a general operating framework setting out working arrangements between LCDCs...

Written Answers — Department of Children and Youth Affairs: Child Care Services Provision (18 Feb 2014)

To ask the Minister for Children and Youth Affairs the childcare supports available to lone parents participating in springboard courses; if she will extend eligibility under childcare education and training supports to those parenting alone who are on springboard courses; and if she will make a statement on the matter. [8139/14]

Reports of Unlawful Surveillance of the Garda Síochána Ombudsman Commission: Statements (11 Feb 2014)

Gerald Nash: I thank the Minister for his statement, which has helped to clarify some matters. However, some questions remain to be answered. I am sure we all agree that even the faintest possibility of an attempt having been made to spy on the Garda Síochána Ombudsman Commission is an extraordinary matter. It is not, therefore, surprising that this matter has generated so much public...

Gerald Nash: 152. To ask the Minister for Finance if he will consider providing opportunities for the coach travel sector to reclaim VAT on fuel on the purchase of second-hand coaches and parts and tyres essential to the operation of the sector's business; and if he will make a statement on the matter. [6535/14]

Written Answers — Department of Health: Public Procurement Contracts Expenditure (11 Feb 2014)

Gerald Nash: 579. To ask the Minister for Health the monetary value of a contract awarded to a company (details supplied) for a particular piece of work; the daily rate paid for this work; the amount spent to date; the overall value of the contract; when it is expected to be completed; if a full public tendering process was utilised for the selection process; and if he will make a statement on the matter....

Public Accounts Committee: 2012 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Dublin Docklands Development Authority
Annual Report and Financial Statements 2012
(6 Feb 2014)

Gerald Nash: This was done by the former CEO without the knowledge of the board and contrary to clear instructions from the board to the executive that under no circumstances was the moratorium to be breached. That matter only came to the attention of the board for the first time at its March 2012 board meeting. In regard to this staff member, the Department has confirmed that the person now has a...
