Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: Nothing. The HSE gave us the draft. It was going to the Department and has not seen the light of day yet.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: This is a hypothetical question, but I think it is relevant. If Mr. O'Brien discovered, hypothetically, that one of his officials was dangerous - complicit in something terrible - and if he had a really serious personal concern with regard to the safety of the individuals that person was in charge of within his organisation, would he feel the same way he does today? Would he say that there...

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: One last question-----

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: I have one tiny last question. It goes back to Ann and those various engagements. We have now found out that, for the reasons the members of the HSE deputation have stated, even though those engagements were ongoing from 2011 to 2013, the HSE did not inform the family of the sex abuse allegations. What changed? Why did the HSE formally demand in October 2013 when it had not done so previously?

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: The problem is that justice may never be done in this case.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: We do not know who the Chairman is talking about.

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: If I may make a point based on a point the Chairman just made, I am sure Ms Spillane is aware that the Director of Public Prosecutions, DPP, has looked at this. There were five files. He did not proceed. Obviously, she is also aware that many of the people involved in this are non-verbal and the likelihood of them testifying was always very slim, and that one of the alleged perpetrators is...

Public Accounts Committee: HSE Report on Foster Home in Waterford Community Care Area: Discussion (2 Feb 2016)

John Deasy: That did not happen in this case, as Ms Spillane knows.

Public Accounts Committee: Business of Committee (28 Jan 2016)

John Deasy: I do not want to repeat myself, but we had discussed a report which was sent to the Committee of Public Accounts by the HSE in which it said that a formal apology had been made to the birth mother and to the client of the organisation. The Irish Examinercovered the story and the committee received a two-page rebuttal from the HSE which denied that an apology had not been given. It is clear...

Public Accounts Committee: Business of Committee (28 Jan 2016)

John Deasy: Sorry?

Public Accounts Committee: Business of Committee (28 Jan 2016)

John Deasy: The key thing is, and it is worth repeating, those individuals have made it clear, within their organisation and to others, that they were not aware they were meant to give an apology. They did not give an apology. They are now being misrepresented by the organisation for which they work. They have done that and have made it clear in writing to their bosses that they did not. It continues...

Public Accounts Committee: Business of Committee (28 Jan 2016)

John Deasy: I do think that-----

Public Accounts Committee: Business of Committee (28 Jan 2016)

John Deasy: Can I clarify that we will arrange a meeting for next Tuesday and ask the HSE to come before the committee, and that that request will go to the HSE today?

Public Accounts Committee: Business of Committee (28 Jan 2016)

John Deasy: And possibly the person who drafted the two-page rebuttal to the Irish Examiner. That would be helpful as well.

Public Accounts Committee: 2014 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Energy and Natural Resources
Chapter 13 - The Development of Eircode, the National Postcode System
(28 Jan 2016)

John Deasy: I welcome Mr. Griffin and his officials here today. I will not take too long but I have a couple of issues I wish to raise with him. I will start with something far less controversial than procurement, namely, wind turbines. That was a joke. I gave notification through the clerk that I would be raising this issue. I do not expect the Secretary General to get into policy and I will not...

John Deasy: That is the key.

John Deasy: That is what is missing.

John Deasy: What Mr. Griffin is saying is the noise issue was not really dealt with as comprehensively as it should have been in the guidelines and that there is work to be done in that regard, which is critical. Is that correct?

Public Accounts Committee: 2014 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 29 - Communications, Energy and Natural Resources
Chapter 13 - The Development of Eircode, the National Postcode System
(28 Jan 2016)

John Deasy: That is significant for those involved who are affected by this issue.

John Deasy: What Mr. Griffin is saying is that it is too simplistic to just pick a number, that noise considerations need to come to the fore and that it would probably be better to make a decision on the siting of wind turbines on that basis. Is that a fair point?
